Opponents of Proposed Terminal for Shipping Coal to Asia Call for EIS Covering …

BELLINGHAM, Wash.–A proposed Puget Sound terminal that would ship millions of tons of coal to Asia drew opposition from most speakers Oct. 27, with many opponents at a public meeting calling for a broader environmental impact statement analyzing impacts stretching from Montana strip mines to Chinese smoke stacks.

Some 1,800 people attended the first of a series of seven scoping meetings on the Gateway Pacific Terminal, which would be located about 12 miles south of the Canadian border. The site is just north of Bellingham, where some 81,000 people live sandwiched between a snow-capped volcano and Puget Sound’s San Juan archipelago in what has been dubbed one of the most livable small cities on the West Coast.

Of just over 200 speakers at the scoping meeting convened by the U.S. Army Corps of Engineers, the Washington Department of Ecology, and local county government, fewer than 10 spoke in favor of the terminal. While project proponents point to the 1,250 direct and indirect jobs the project would bring when up and running, opponents dismiss that benefit as being far outweighed by a multitude of negative economic, health, environmental, social, and cultural impacts.

SSA Marine, the largest U.S. terminal and stevedoring company, has 51 percent of the proposed project with the other 49 percent held by Goldman Sachs Infrastructure Partners. Gateway, the largest of five coal terminals proposed in the Northwest, would ship up to 48 million metric tons annually. If all five come to fruition, U.S. coal exports would more than double at maximum output. The U.S. exported 107.3 million short tons of coal last year, according to the Energy Information Administration.

Native Fishermen Fear Impacts.

Peabody Energy, the biggest private-sector coal company in the world, has contracted to ship up to 24 million metric tons of coal through the terminal. The coal would travel from Montana and Wyoming’s coal-rich Power River Basin to Gateway on Berkshire Hathaway’s BNSF Railway Inc.

Speaker after speaker rose in the Squalicum High School gymnasium making the case that the scope of the EIS should encompass not simply the impacts associated with Gateway site, but instead look at the cumulative impacts of all five proposals beginning at the mines and including the rail routes, at each proposed terminal, on the maritime shipping lanes and the environmental consequences of burning the coal in Asia.

Lummi Nation council member Jay Julius was the first to speak as a representative of a tribe whose fully litigated treaty fishing rights include the waters off the Gateway site. Those waters are also within a state aquatic refuge that is home to key herring habitat. Herring are prey for endangered king salmon, which is the prime food source for endangered orca.

"Lummi says no," Julius said. "I am personally a fisherman. My great-great-grandfather was a fisherman and so were his ancestors. To us fishing is culture and culture is fish." He asked for a study on "the spiritual impacts this will have on my people."

Before the meeting, Julius told BNA that the Gateway site contains native cemetery and archaeological village sites. "In addition to those sites, the impacts it [Gateway] will have on the earth over the next 40 years will be felt by our children’s children forever," he said.

Spill Would ‘Devastate the Orcas.'

Following Julius were 99 more speakers in the gymnasium and over 100 in the school’s auditorium. A mother with two kids in tow stood and expressed worry about the health effects of coal dust billowing from the mile-and-a-half-long coal trains, nine of which would pass by her house each day. The trains are a "threat to our property values and our health," Peggy Lupo said.

Family farmer Nicole Brown said she fears losing market share for her organic greens, which rely on our "clean and green reputation."

Multiple speakers asserted variations on the theme that with hundreds of extra transits by huge Post Panamax vessels plying Puget Sound, an "oil spill would devastate the orcas" and the salmon upon which they feed.

Thom Prichard said the trains that already run through town set his house rumbling. "At 3 o’clock most mornings, I’m awakened by some guy holding on the horn. " Prichard was one of many who cast the conflict in terms of a populist struggle of people versus a business elite. "This is another case of big business getting all the benefits at the cost of the citizens," he said.

Euromax Announces Approval of Ilovitza EIS & Preliminary Economic Assessment

VANCOUVER, BRITISH COLUMBIA–(Marketwire – Oct. 24, 2012 – Euromax Resources Ltd. (EOX.V (EOXFD: («Euromax» or the «Company» is pleased to announce the formal approval of the Ilovitza Environmental Impact Study («EIS» under Macedonian law.

Further, the Company is also pleased to announce preliminary positive results of its NI 43-101 Preliminary Economic Assessment («PEA» for the 100% owned Ilovitza gold project («Ilovitza Project» in South Eastern Macedonia. A scenario analysis within the preliminary PEA results indicates an NPV of US$ 352 million at a 5% discount rate with a 12 million tonne per annum throughput. The PEA, led by Tetra Tech, has been prepared based on resources defined in the NI 43-101 compliant technical report ‘Resource Estimate for Ilovitza Project, Macedonia’ dated 15 February 2012, completed by Moose Mountain Technical Services («MMTS», and filed on SEDAR. The Tetra Tech PEA Technical Report will be filed on SEDAR within 45 days.

EIS Approval

The Company is pleased to announce that the Decision of the Ministry of Environment and Physical Planning to approve the Ilovitza EIS was formally gazetted in the Macedonian national press on 9 October, 2012, as is required under Macedonian law. The Company is pleased to report that the Decision of Approval, having been uncontested during the requisite time period post gazetting, is now formally approved under Macedonian law.

Preliminary Economic Assessment Background

Ilovitza is a copper-gold porphyry deposit associated with typical porphyry alteration, located 18 km from the town of Strumica and easily accessible by road. In July 2012, a wholly owned subsidiary of Euromax was granted the Exploitation Concession Agreement from the Government of Macedonia based, in part, on a scoping study for Ilovitza. This PEA was commissioned to establish the broad economic parameters and throughput scenarios for the Ilovitza Project.

Preliminary Economic Assessment Results

The table below outlines the preliminary results of the PEA based on an 8Mtpa case and sensitivity scenarios on plant throughputs of 12 16Mtpa.

The PEA is preliminary in nature. It includes Inferred mineral resources that are considered too speculative geologically to have the economic considerations applied to them that would enable them to be categorised as mineral reserves. There is no certainty that the PEA will be realised. Mineral resources that are not mineral reserves do not have demonstrated economic viability.

Preliminary Economic Assessment Assumptions

All PEA figures are in US$ and are based on Tetra Tech’s consensus metal price forecasts of US$1274/oz gold and US$3.01/lb copper.

The Mineral resources estimated in the MMTS technical report dated 15 February 2012 form the basis for the PEA at a mine cut-off grade of 0.27 g/t gold defining a life of mine tonnage of 143 Mt at an average grade of 0.42 g/t gold and 0.23% copper. It is assumed that the pit will be exploited through conventional open-pit mining methods with 95% recovery and 5% dilution. All oxide material is treated as waste at this time, with an opportunity to process this material at a later date.

The results of preliminary metallurgical test work conducted by SGS Mineral Services, UK («SGS» have been utilised. This work is on-going and subject to further optimisation, however, this test work shows metallurgical recoveries of 83% gold and 90% copper. Processing of the Sulphide material is by conventional copper flotation, producing a potentially clean and readily saleable copper-gold concentrate.

Operating costs have been based on international pricing adjusted for local fuel and labour costs. Initial capital costs are also based on international pricing and include a contingency of 15%. In respect of the scenario analysis, the 8 Mtpa case was used to establish a detailed cost base with the other scenarios being factored based on industry practice. Concentrate payment and TC/RC terms have been estimated based on regional smelter pricing. Working capital, closure and salvage values have also been based on industry practice.

Ongoing Ilovitza exploration and development work

    --  The 8,000m in-fill drilling program started in June of this year will be        completed by the end of October.  Following the completion of the        necessary assays and QA/QC procedures, the results from the in-fill        drilling will be incorporated into an updated mineral resource statement        for Ilovitza for inclusion in the PFS;     --  Work to optimise the mine plan which would include the in-fill drilling        results and completion of the mineral resource estimate update, with the        aim of defining mineral reserves and the accessing of high-grade areas        earlier in the life of mine plan;     --  Metallurgical test work will continue at SGS, in particular, grind-size        optimisation;     --  Development of mine layout and engineering components;     --  Refinement of all operating and capital costs estimates through the        commencement of detailed studies on infrastructure, access roads and the        tailings management facility;     --  Optimisation of concentrate grade following the results of the        metallurgical test work and further assessment of payability, including        the potential for silver and molybdenum credits, insurance and transport        costs.    

It is the Company’s intention to incorporate all of the above work in a Pre-Feasibility Study, which it expects to complete by Q2 2013.

Romarco provides EIS update And Will Host Conference Call

TORONTO, Oct. 25, 2012 /PRNewswire/ – (the «Company» wishes to provide an update pertaining to the Environmental Impact Statement («EIS» for its 100% owned Haile Gold Mine project in South Carolina, USA.

The Company regularly exchanges information and holds weekly meetings with the US Army Corps of Engineers («Corps», the lead agency responsible for the EIS, its third-party contractor, cooperating agencies and other interested parties, and significant progress has been made.   In a recent meeting, the Corps indicated that the scheduled date of December 14, 2012 for publishing the Draft EIS («DEIS» would not be met.  The primary reasons stated were the need to edit previously drafted chapters of the EIS to reflect the Company’s new mine layout and the need to accurately characterize the potential effect of mining on surface and groundwater.  This is a normal part of the process for developing an EIS.  The Corps and its third party contractor have been actively meeting and working with the Company and cooperating agencies to evaluate actions for efficiently completing the EIS.

Currently, the Company’s hydrogeology consultant, AMEC, and the Corps’ third party contractor are reviewing the hydrological model and the data on which the model is based.  The Corps has requested that, as cooperating agencies for development of the EIS, the Environmental Protection Agency and South Carolina Department of Health and Environmental Control also review the hydrology model and data.  Once the discussions have been concluded, the Corps has indicated it will make adjustments to the schedule, as appropriate, on its hailegoldmineeis.com website.

The new mine layout resulted from the Company’s redesign that reduced wetlands impact by 25% and stream impacts by 32%. The Company’s original 4,231 acre permit area and mine layout submitted to the Corps in its Federal 404 Wetlands permit application showed direct impacts to approximately 161 acres of wetlands and 38,775 linear feet of streams. The Company, through acquisition of additional lands and increasing its permit area to approximately 4,552 acres, has been able to redesign several of its overburden stockpiles and facilities and shift the proposed mill layout slightly to avoid direct impacts to approximately 40 acres of wetlands (a 25% reduction and 12,314 linear feet of streams (a 32% reduction.

To date, the Company has received and responded to over 300 formal information requests from the Corps and its third party contractor and many other supplementary questions in the context of numerous meetings and calls. During the regularly held meetings with the Corps, its third party contractor and cooperating agencies, it is routine for the Company’s consultants to walk through models or studies, answer additional requests for information, and provide further data.   The third party contractor indicated that a significant portion of the DEIS is substantially complete and has briefed the Company on the status of chapters including soils and geology, groundwater hydrology, surface water, water supply, groundwater quality, wetlands and other waters of the United States, aquatic resources, wildlife, socioeconomics and environmental justice, land use, transportation, traffic studies, cultural resources, visual resources, recreation, air quality, noise and vibration, hazardous and toxic waste, health and safety, and monitoring and mitigation.

Environmental Impact Statement («EIS» for the Star – Orion South
Diamond Project («the Project» have been received from the
Saskatchewan Ministry of Environment («Ministry» and the Canadian
Environmental Assessment Agency («CEAA». The Ministry is the lead
agency on behalf of the Province and the CEAA is the lead agency for
the Federal government, which are jointly conducting the environmental

The original Draft EIS, submitted to the Ministry and the CEAA in
December 2010 , was based on the Star – Orion South Diamond Project

CA Immo: Construction of office property starts in Düsseldorf

Development of the BelsenPark district of Düsseldorf is progressing rapidly. Having sold extensive plots of land with approval for residential development, CA Immo is now constructing the first office building in the new quarter. According to Dr. Bruno Ettenauer, Chief Executive Officer of CA Immo, "Over the past two years, we have been able to capitalise on a positive market cycle in the residential sphere in connection with this urban development project. During this period, we have managed to sell sites with residential use approval in BelsenPark spanning around 28,000 sqm at a profit. We are now embarking on an in-house development which is centrally located, providing high quality standards at moderate rent levels. , The strong pre-letting level of 70 % of confirms the high acceptance and quality of both the Belmundo office building and the site."

Belmundo will offer total floor space of some 10,000 sqm across five full storeys. The building will also incorporate a two-level underground car park. Before construction work starts, roughly 5,200 sqm of office and storage space and 120 car parking spaces have already been let to De Lage Landen, a global supplier of leasing and financing solutions.

The new building will include retail space as well as offices; around 1,900 sqm of the ground floor will be devoted to retail outlets. The trading company REWE signed a lease agreement for this space in 2011, bringing the pre-letting level for the Belmundo project to 70 % before building work commences. Belmundo has been designed as a green building, with certification from the German Sustainable Building Council (DGNB likely to be obtained.

The BelsenPark quarter is located in the Düsseldorf district of Oberkassel on the grounds of the former goods depot. After being granted building rights in autumn 2010, CA Immo started marketing activities for nine construction sites in the eastern section of the areal spanning some 80 hectares in total. This urban quarter development is opening up an area of Düsseldorf that has been inaccessible for decades. Alongside the park, which will be spanning some 20 hectares, high-quality residential units are being built. The development of offices, retail stores and restaurants will follow in the years ahead.

CA Immo rents out around 7000 m² of office and retail space

CA Immo has managed to secure further tenants for four office buildings and a shopping center in Prague. In total, 5,000 sqm of office and some 2,000 sqm of retail space were newly let in October. As a result of these new rentals, the occupancy rate of its Czech portfolio will increase from 83 % (as at 30.6.2012 to 89 %.

Several large new rentals were agreed upon in October: the software company Jet Brains is renting 1,300 sqm in Kavci Hory Office Park, and the financial services provider WPB Group is leasing more than 1,700 sqm in the Class A office building Amazon Court. The neighbouring Danube House is also gaining a major new tenant, the IT company Good Data (1,500 sqm. Thanks to successful new rentals and contract renewals, the Technopark office building, also located in Prague, is now almost fully let. In addition, new rentals were agreed upon in the retail section: A leading international fashion operator has leased 1,500 sqm and a dm drogeriemarkt will settle 450 sqm in the Sestka shopping center near to the Prague airport.

Tenant-specific improvements are well underway, and the offices and retail spaces will start to be occupied by the new tenants between December 2012 and March 2013.

CA Immo agrees long-term lease of over 14000 sqm office space

The anchor tenants in the Bucharest office building Riverplace are remaining faithful to their location: extensions have been agreed to for almost 13,000 sqm of the building´s total office space of 47,600 sqm. The mainly international companies Telemobil SA (5,055 sqm, Computer Generated Solutions Inc. (5,688 sqm and Viveo Romania (746 sqm extended plus 1,400 sqm newly leased have extended their leases, with durations of between 4 and 10 years. Leases were also extended in the Opera Center 2 office building: the law firm Stoica si Asociatii is leasing its current 920 sqm space for a further 10 years, and Cushman Wakefield is leasing 320 sqm for a further 5 years.

Bombardier Launches Construction of its New Bogie Technical Centre

BERLIN, GERMANY–(Marketwire – Oct 30, 2012 – Rail technology leader Bombardier Transportation today officially launched the construction of a new Bogie(1 Technical Centre in Siegen, Germany. Pierre Beaudoin, President and Chief Executive Officer, Bombardier Inc., and André Navarri, President and Chief Operating Officer, Bombardier Transportation, took part in laying the foundation stone at Bombardier»s Siegen bogie production site.

Local politicians and representatives of the universities of Siegen and Aachen, Germany, joined Bombardier employees involved in the project to celebrate this achievement. The new centre of excellence is due to begin operations by mid-2014. The site will bring together Bombardier»s engineering experts with the necessary tools and means to continue to develop and test the FLEXX bogie portfolio to better fulfill customer requirements, in particular in terms of strict certification and homologation processes.

Pierre Beaudoin said: «The Bogie Technical Centre is a significant investment for Bombardier. We are dedicated to our customers and the new Centre will give us the means to meet our customers» needs now and in the future by expanding and further improving our FLEXX bogies portfolio.»

Bombardier Launches Construction of its New Bogie Technical Centre

BERLIN, GERMANY–(Marketwire – Oct 30, 2012 – Rail technology leader Bombardier Transportation today officially launched the construction of a new Bogie(1 Technical Centre in Siegen, Germany. Pierre Beaudoin, President and Chief Executive Officer, Bombardier Inc., and André Navarri, President and Chief Operating Officer, Bombardier Transportation, took part in laying the foundation stone at Bombardier»s Siegen bogie production site.

Local politicians and representatives of the universities of Siegen and Aachen, Germany, joined Bombardier employees involved in the project to celebrate this achievement. The new centre of excellence is due to begin operations by mid-2014. The site will bring together Bombardier»s engineering experts with the necessary tools and means to continue to develop and test the FLEXX bogie portfolio to better fulfill customer requirements, in particular in terms of strict certification and homologation processes.

Report: ‘Smart’ infrastructure key to NE economic growth

BOSTON — At 14.5 cents per kilowatt hour, Massachusetts is the fourth-priciest state for electricity, behind New York, Connecticut and Hawaii, according to a study released Tuesday that calls for a new way of thinking about infrastructure development in New England.

Three other New England states rank among the top 10 in energy costs, according to a study by the business-backed New England Council.

«Our biggest weakness is the energy cost, and the rest of North America is looking pretty happy at natural-gas pricing,» said Mike Reopel, a consultant at Deloitte, which helped write the study. «We have a cul de sac in North America.»

Natural-gas pipelines end in New England, a region with few energy resources of its own. The study recommends the region maintain its nuclear power plants, develop natural-gas infrastructure, and consider another liquefied natural-gas terminal, which would provide backup capacity during peak demand, beyond the region’s lone on-shore terminal in Everett.

The study recommends reducing residential reliance on heating oil to create more demand for natural gas and natural-gas infrastructure development. It also calls for developing a regional consensus on renewable energy, including offshore wind power.

Technology is key, according to Reopel, and New England has an advantage in that area, with universities and community colleges linking skilled workers to jobs.

Transportation remains another hurdle in New England, especially in Massachusetts. The study cites a 2011 Texas Transportation Institute report that found Boston to be the ninth-worst metropolitan area in terms of hours lost per commute because of traffic congestion. That’s a deficiency that could be hampering the economy, according to the study.

In the area of transportation, the study recommends «smart infrastructure» that measures a driver’s use of roadways, and then charges on the basis of that. One such proposal, a miles-traveled fee, has raised privacy concerns that the government could see where private individuals travel in their cars, but Reopel predicted the need to reduce traffic congestion would make that idea more palatable.

«Those considerations wane over time,» Reopel said. Speaking of traffic congestion’s role in inspiring those kinds of solutions, Reopel said, «It has to come to a point where enough is enough.»

Other studies have focused on public transit’s role in lowering individual transportation costs, and congestion is not limited to Boston’s roadways. According to a report released in June, the MBTA’s aging infrastructure would be insufficient to handle a growth in ridership.

«Billions of dollars will need to be invested in new rolling stock and upgraded power and signal systems in order to address the capacity problems identified in this report,» the Urban Land Institute report concluded.

The NEC study focused more on automobiles, freight trains and airports, highlighting the benefits of Logan International Airport’s recent nonstop connection to Japan. To reach emerging markets in India, China and Brazil, travelers often have to move through New York, according to the study.

Railways in central and western Massachusetts also impede commerce. Bridges remain too short to accommodate double-stacked container cars, the study said. The study mentioned that a cost-lowering system developed by Lexington-based RailRunner to transfer freight from trains to trucks is already in place in New England.

Noting the costs associated with developing a rail or subway system, the study recommended rapid bus transit to connect smaller cities. Reopel said bus transit, combined with pricing that would increase as congestion increased, would alleviate transportation woes. He also said the ideas mentioned in the report would have a place in next year’s conversation about transportation financing.

In some parts of Massachusetts, low costs are an advantage. The Interstate 91 corridor, which runs through Vermont, New Hampshire and western Massachusetts, can produce highly engineered products at a cost of only about 5 percent more than the southeast region of the country, the study found.

The Downeast corridor, running through New Hampshire and up the Maine coast, is slightly cheaper, but both are far less expensive than Boston, where highly engineered products are about 33 percent more expensive than the southeast.

The council study recommends developing infrastructure, including broadband, and supporting job training and innovative financing strategies to boost the region’s competitiveness.

«Perhaps the most significant message of this year’s research is this: for every $1 billion New England invests in smart infrastructure, a potential 27,000 new and sustainable jobs may be created over and above the immediate construction work,» New England Council President James Brett, a former Democratic state representative, wrote in the report’s introduction. «With this report, we present an unequivocal call to transform our thinking about infrastructure.»

The NEC presented other financing options, including an infrastructure bank — an idea that has been proposed but never enacted in Massachusetts. The study includes a host of recommendations for bringing in private companies as investors in infrastructure projects. Another idea in the report: allowing municipalities to charge a local sales tax to pay for infrastructure.

«If you use it you should pay for it,» Reopel said. A New Hampshire resident, Reopel said his commute to Boston can vary by several hours depending on I-93 traffic, and he would be willing to pay for a faster commute.

«Any summer Friday is over three hours,» said Reopel. He said he would be happy to take a bus — which could be equipped with wireless internet, and could make use of high occupancy toll lanes to cut out traffic.

The potential boost to the economy should be an incentive to make the region’s infrastructure work smarter and collaboratively, Reopel said.

«You need to experiment and try these out,» he said.
