EIS members will resist McCormac’s attacks

Delegates from Scotland's main teaching union, the EIS, met at a special general meeting (SGM in Edinburgh last Saturday to discuss the McCormac report.

The Scottish National Party government and COSLA, the organising body for Scottish councils, commissioned the report to look into our pay and conditions. It recommends a range of fresh attacks.

There was a clear resolve not to accept McCormac's neoliberal reforms.

Kenny Fella, a delegate from Renfrewshire, said, "The coalition has declared a civil war on working people in this country. We must do all that is required to win this war."

McCormac's proposals would centralise control and give unprecedented power to head teachers over teachers.

Head teachers could run schools on what many delegates called a system of patronage.

Another proposal suggests allowing non-teachers to teach classes. One council tried this earlier in the year—but the threat of strikes stopped it, along with a vociferous parents' campaign.

This report is also part of a drive to "reform" Scottish education to compete in the neoliberal world. It proposes the same style of management as seen in England's so-called free schools and academies.

Negotiations will now take place and any outcome will be put to members in a ballot.

The SGM made clear that Scottish teachers are not willing to accept further damaging cuts to their pay and conditions—or to education.

It was also clear that any attempt to impose change by the government would lead to industrial action.

The attacks we face on our pensions are not separate to the ones we discussed. The EIS recently voted overwhelmingly to join the pensions strike on 30 November.

The resolve of delegates to fight was clear whenever pensions were mentioned. For the first time since the 1980s schools across Scotland will be closed on 30 November.

Despite the rhetoric of support coming from politicians for the cause, but not the action, the SNP and councils across Scotland should take warning.

EIS Alliance Invites Public Agency Membership

EIS Alliance recognizes contribution to Smart Grid effort made by Public Agencies.

, /PRNewswire/ –The Energy Information Standards (EIS Alliance, created to develop a common framework for industrial, commercial and residential facilities to share and communicate energy data, has announced a new category of membership specifically to improve Regulators’ access to the standards development process.  

The EIS Alliance develops use cases and data models for energy management systems to share energy information among multiple stakeholders. This web of energy information, interfaced to customer energy management systems, will enable countless new applications and methods for reducing load and balancing energy supply. The Alliance is also a resource for Utilities, Regulators and Standards Development Organizations to better understand the possibilities presented by, and the technical and policy requirements to enable, intelligent load.

«The difficulty in bringing members of the regulatory community into the standards process stems in part from the fact that so much of the work is done in organizations like the EIS Alliance,» said , executive director of the Alliance, and a former regulator himself.  »Participation in the development work within an industry alliance generally requires joining that alliance, which means providing financial support, as well as a commitment to support that alliance’s efforts in the marketplace.  Regulators cannot do either one, so membership is not really an option.  As a result, their input comes late in the process, and isn’t as effective as ongoing participation.»

Public Agency membership in the EIS Alliance has been carefully structured to remove any implication that a regulator is in any way prejudging the outcome of either a present or future regulatory proceeding, and requires no dues payment or other financial support.  At the same time, it provides regulators a voice into the standards development process at an early stage.

«The goal for this category of membership is simply to engage the expertise of regulators and regulatory agency staffs, help them understand the standards process better, and allow them to continue to do the important work of fairly and equitably deciding the cases put before them,» said Kotting.

Founded in 2009, the EIS Alliance is a trade association for suppliers and users of energy management systems and smart grid technologies. The EIS Alliance works to educate policymakers, utilities, the media, the financial community and stakeholders on how energy management systems and smart grid technologies can help modernize our electricity system and provide customers with new information and options for managing their electricity use.

Mercedes-Benz Successful HIV and Aids trucking partnership expands its …

Germiston, Johannesburg – 'Success breeds success' – this truism was proven today with the opening of the 22nd Trucking Wellness Centre serving SA's vital trucking industry.

In another step forward, Trucking Wellness – the long-term partnership between Mercedes-Benz South Africa (MBSA, The South African Business Coalition on HIV and Aids (SABCOHA, Embassy of Sweden, and Trucking Wellness under the umbrella of the National Bargaining Council for the Road Freight and Logistics Industry (NBCRFLI – today witnessed further expansion of this highly effective programme. The opening of the centre in Roodekop, Johannesburg marks another milestone for the three-year old project.

As with the other 21 centres established nationally, the opening of a wellness centre is determined by the volumes of trucking activity in the area. The busier it gets, the greater the need for the services it provides. The Roodekop Wellness Centre is an ideal hub to reach long-distance truck drivers, women at risk, as well communities in the area. The aim of the Trucking Wellness Centres is to raise awareness and advocate testing, prevention and treatment of HIV/Aids.

Mercedes-Benz South Africa is a leader in Corporate Social Investment (CSI, especially in the fight against HIV and Aids. Around 40% of MBSA's CSI portfolio focuses on HIV and AIDS projects. MBSA has funded R3 58 million over a three-year period.

Another example of MBSA sharing best practice, is evident in the Ekukhanyeni Relief Project in the south of Johannesburg which expands the reach to communities where HIV/Aids is having a big impact. The project has adopted 15 crèches in the township of Lawley, providing a combination of food security programmes and early childhood development initiatives. It bears mentioning that the crèches all started out as shacks in this informal settlement area.

Ria Schoeman, Senior HIV/Aids Advisor at the Embassy of Sweden, says: "The Swedish support is aimed at positioning the Corridor Empowerment Project in the National Department of Health's prevention, treatment, care and support for the transport sector programme. This leads to a strengthened partnership with the South African Government in policy development and programme implementation. The long-term benefit of this intervention is to have more healthy and productive people, less orphans and a better life for all. "

SABCOHA has been instrumental in the co-ordination of private sector response to HIV and Aids, striving to assist businesses with workplace initiatives through sharing of best practice models, pioneering new initiatives and lobbying for change. SABCOHA has played an integral role in the Trucking Wellness initiative by providing project management and co-ordination services at both a national and international level in order to bring greater awareness to activities within the trucking and transport sector.

The organisation has further strengthened the sectoral initiatives by providing technical support through monitoring and evaluation expertise for the project, data reporting at provincial level, as well as creating the necessary platforms for engagement and collaboration through its partnership with government and other key stakeholders.

The NBCRFLI believes with the launch of the 22nd clinic, that the Bargaining Council is living up to its motto of: 'We care enough to act. '

It is only through a collaborative commitment and seeking out innovative platforms, such as this Trucking Wellness programme, that a concerted and tangible impact can be made in reducing the spread of this disease. The opening of this centre highlights a unique programme that brings together a multiplicity of partners effectively addressing the impact of HIV and Aids in the trucking sector, as well as other high risk groups, such as women and sex workers, and the broader community around truck stops.

Mercedes Benz Brooklands Gets the Message Out with PageOne Campaign Manager – SYS

Fuel-efficient and environmentally-sustainable premium automobiles and state-of-the-art commercial vehicles from Mercedes-Benz – these are the cornerstones of an environmentally conscious Mercedes-Benz brand strategy.

With its "Leading Sustainable Mobility" roadshow, launched today, Mercedes-Benz South Africa (Pty Ltd presented details of future product implementation, providing a glimpse into developments in vehicle engine technology.

"Our aim is to substantially reduce fuel consumption and to minimise emissions today and completely eliminate them in the long run.  To this end, we are developing cutting-edge drive technologies that meet current and future mobility requirements in all aspects of road traffic," says Dr Martin Zimmermann, President and CEO of Mercedes-Benz South Africa.

As well as experiencing a number of BlueEFFICIENCY models from the extensive Mercedes-Benz range, roadshow participants also discovered  first hand the unrestricted everyday practicality of Daimler's electric and Fuel-Cell vehicles, the smart fortwo ed, the Vito E-CELL and the B-Class F-CELL.

Individually tailored solutions for diverse requirements

Alongside economic factors – primarily increasing fuel prices – the environmental sustainability of vehicles is gaining importance in customer's purchasing decisions.

"Our customers want safe, comfortable and powerful vehicles that are also extremely efficient and environmentally compatible.  The key challenge is to make motor vehicles even more efficient and clean without compromising on comfort or safety.  By developing optimised vehicles with high-tech internal combustion engines, hybrid drives with a choice of output ratings and electric vehicles with batteries or fuel-cells, Mercedes-Benz is consciously taking a multi-lane route to ever more environmentally compatible and eventually zero-emission vehicles.   In this way it is possible to provide sustainable mobility with great variety at a high level," says Dr. Zimmermann.

Roadmap for sustainable mobility

"The company's development strategy is centered on securing its leading position within the premium vehicle segment, and three key fields of action are defined in the roadmap for sustainable mobility," explains Dr Zimmermann.

These are:

• Optimisation of vehicles with the very latest combustion engines – such as downsizing, petrol direct injection, turbocharging and BlueTEC – as well as specific vehicle optimisation initiatives in areas such as aerodynamics, lightweight design and energy management (BlueEFFICIENCY.
• Further efficiency improvements via individually tailored hybridisation in a number of stages – from the start/stop function through to the Two-Mode hybrid with full electric drive capability.
• Zero-emissions driving with fuel cells and battery-powered vehicles.

BlueEFFICIENCY achieves up to thirty percent less fuel consumption

Development engineers have devised individual packages tailor-made for each vehicle segment. The objective is to find the best solution for each individual vehicle model. Under the BlueEFFICIENCY label, Mercedes-Benz has developed a package of various fuel economic measures, which are being rolled out through the entire Mercedes-Benz model range. It encompasses optimisation of weight, aerodynamics, rolling resistance, energy management and powertrain.  BlueEFFICIENCY initiatives can reduce fuel consumption by up to thirty percent.

Diesel as clean as gasoline …

Mercedes-Benz wants to make petrol engines as efficient as diesel engines, and diesel engines as clean as petrol engines. With the highly efficient BlueTec exhaust gas treatment system, Mercedes-Benz has already achieved its aim for the diesel engine, and thus proven the future viability of the self-ignition engine. When it comes to fuel consumption, the latest diesel technology is currently the best option for large sedans and SUVs. Mercedes-Benz SUVs have followed suit and are equipped with the world's cleanest diesel technology.

"Locally diesel with 50 parts per million (ppm has been more readily available, and this has encouraged us to introduce the S 350 BlueTec (December 2010 and the    G 350 BlueTec (April 2011," adds Dr. Zimmermann.

Many Mercedes-Benz Commercial Vehicles are engineered with BlueTec and today we see more than 330 000 trucks and buses on international roads with this technology and around 5 000 with alternative drive systems.

"We are currently running a pilot project with one of our major transport operators with four BlueTec Actros trucks, and the results are encouraging," adds
Dr. Zimmermann.

He continues, "On both the commercial vehicle and passenger car side, we see Germany moving to Euro 6 emission free levels, which requires diesel with 10 ppm.  We have the technology to offer customers significant fuel savings, but without the required fuel, we cannot bring this to South Africa."

… petrol as fuel-efficient as diesel

The preferred methods for improving the efficiency of the petrol engine are, for example, reduction in displacement – downsizing – and turbocharging. All the petrol engines in the model series have direct injection. A milestone is the introduction of the new V6 petrol engine with its innovative and highly efficient BlueDIRECT process. The leap in efficiency is particularly well illustrated by the six-cylinder unit: power has increased considerably and fuel consumption has been significantly reduced.

Fuel-efficient and powerful petrol hybrids

The potential for increased efficiency of combustion engines can be further realised through hybrid technologies. As far back as 2009, Mercedes-Benz launched two petrol hybrids. In the U.S., the ML 450 BlueHYBRID is the most fuel-efficient SUV available – equipped with a Two-Mode hybrid that can also be driven powered purely by electricity. This hybrid variant is particularly suitable for SUVs and enables fuel savings, even in long-distance driving. The S 400 BlueHYBRID has set a new standard in the luxury class. With only 7. 9 litres fuel consumption in the NEDC, it is the world's most fuel-efficient vehicle in its class.

In parallel, Mercedes-Benz is offering a needs-based solution for smaller vehicles. Crucial to the choice of the hybrid module are the real-life usage patterns; that is, the actual everyday driving profile and the cost/benefit relationship. This is why Mercedes-Benz opted to introduce the smooth ECO start/stop function – a system that had already proven itself in the smart fortwo micro hybrid drive.

BlueTEC HYBRID – the champion fuel saver of the future

Clean diesel hybrids currently present the greatest fuel-saving potential within the larger vehicle segments. The BlueTEC HYBRID technology is a highly efficient powertrain system that Mercedes-Benz has in series production. The front-runners in this trend are the BlueTEC models in the Mercedes-Benz R, E, ML and GL-Class ranges – the first diesel vehicles to meet the rigorous US exhaust emission standards in all 50 states.

The innovative research vehicle F 125! , presented at the Frankfurt Motor Show in September this year, demonstrates what emission-free mobility could look like in the future and the technological innovations this would involve.

Driving with zero local emissions through pure electric power

In parallel to hybrid concepts, Mercedes-Benz is working intensively on solutions for purely electric driving using fuel cells and batteries. Electric drives are particularly quiet, highly efficient and have zero local emissions. The company has been doing research in fuel cell technology as far back as 1991 fuel cell technology, and therefore has broad experience in electric driving.

A battery-powered test fleet comprising 100 smart fortwo electric drive vehicles in London has been running successfully since 2007.  As a zero-emissions vehicle, the smart fortwo electric drive enjoys tax advantages and is exempt from local restrictions – such as the congestion charge levied in the British capital. This makes it an interesting and environment-friendly alternative, especially within urban areas. More than 2 000 electric smarts will be distributed in 30 countries.

However, the success of innovative drive concepts is directly linked to the allocation and availability of corresponding infrastructure, which means a much more intensive collaboration between energy companies, petroleum industry and governments, together with automobile manufacturers, is needed.

Advancement in fuel cell development

Mercedes-Benz has at its disposal the world's largest customer test fleet, and commenced with small-scale series production of the B-Class F-CELL in 2010, featuring the next-generation fuel cell drive. This new generation has a considerable higher output, while at the same time being more compact. It is capable of cold-start at temperatures as low as -25 degrees Celsius, has a significantly greater range of up to 400 kilometres and also boasts short refueling times. The key to all forms of vehicle electrification is the energy storage unit – from hybrids to pure electric driving with fuel cell and battery vehicles. Compared with other types of batteries, lithium-ion technology offers considerable advantages, including very compact dimensions, much greater power output, a long life cycle and a high level of reliability. Mercedes-Benz uses lithium-ion batteries in battery-powered and fuel cell vehicles and its engineers achieved the breakthrough in this field through patented technological solutions. In 2009, Mercedes-Benz was the world's first manufacturer to introduce a passenger car with lithium-ion battery to market – the S 400 BlueHYBRID.

Clean fuels for clean power units

"The development of fuels and powertrains are inseparably linked. High quality and alternative fuels can release further potential in the reduction of fuel consumption and emissions," adds Dr. Zimmermann.

Intelligent driveline mix as a solution for future mobility

Mercedes-Benz has already brought a large number of customised technological solutions to market that meet the demands of the future. The latest examples are the BlueEFFICIENCY versions of passenger cars and vans with ECO start/stop function.
"The modular powertrain mix – from state-of-the-art combustion engines with BlueTec or direct injection with and without hybridisation to local emission-free battery and fuel cell vehicles – also offers all the prerequisites for long-term, need-based and individually tailored mobility for Mercedes-Benz customers, at the high levels expected from the brand," concludes Dr. Zimmermann.

Safety with Mercedes-Benz

For decades, Mercedes-Benz has been setting the standards for the development of new technologies to boost active and passive safety in automobiles.   All of these systems have demonstrably contributed to making road traffic safer and to considerably reduce the numbers of road users injured or killed in accidents.  Mercedes-Benz defines the benchmarks in active safety technology with intelligent assistance systems that turn the vehicle into the driver's "thinking partner".

Spot light on SLS AMG E-CELL super sports car

The star attraction of the 'Leading Sustainable Mobility' roadshow was undoubtedly the SLS AMG E-CELL show-car, which is close to series production in 2013.   The SLS AMG E-CELL takes electric current to a whole new level of responsibility.

"The SLS AMG E-CELL offers thrilling driving without local emissions.  Four electric motors with a total of 392 kW of power and 880 Nm of torque accelerate this gullwing from 0 – 100 km in four seconds.  There can hardly be a more environmentally friendly super sports car on the road today," says Dr. Zimmermann.

Demonstrating the company's globally unparalleled expertise in sustainable mobility – be it the smart fortwo electric drive city car, the SLS AMG E-CELL super sports car or the Vito E-CELL urban van -  Daimler also provides green solutions in the commercial vehicle segment, including the Mercedes-Benz Econic NGT with CO2 neutral biogas drive and the FUSO Canter Eco Hybrid truck.

CA Immo takes 100% control of Munich’s Skygarden

Vienna-listed real estate investor CA Immo has bought out its partner, developer OFB Projektentwicklung, in their 50:50 joint venture in the Skygarden office scheme in Munich. CA Immo is now the sole owner of the recently completed property.

‘By acquiring the OFB shares, we are consolidating our investment on the Munich real estate market, which will continue to be key for us in future, and at the same time enhancing the asset portfolio of CA Immo with another landmark property’, said CA Immo’s CEO Bruno Ettenauer.

The office building, which was completed in August 2011, has total gross floor space of around 34,000 m2 and is preparing for Gold LEED environmental certification. The largest tenant is management consulting and auditing firm PricewaterhouseCoopers, which established its new Munich headquarters on 17,500 m2 of floor space as soon as the building was ready for occupancy.

CA Immo is also working on Ambigon, an office and commercial complex that includes a medical centre in Munich. The retail component and the medical centre commenced operations last October. The entire complex is scheduled for completion before end-2011. Other development projects currently in progress in the city include the new Baumkirchen Mitte district, the site surrounding the Freimann repair works and the Eggarten estate.

CA Immo secures new tenants for Skygarden

CA Immo has concluded additional rental agreements totalling around 2,800 m² (30,138 ft² of gross floor space for the office building Skygarden in Munich's Arnulfpark. The tenants include the globally active law firm Dechert LLP, which will move its Munich headquarters into the building and will rent an area measuring around 1,500 m² (16,145 ft2.

The service provider for business travel Egencia GmbH, the patent agents Forresters, the financial services company Finera GmbH and OFB Projektentwicklung GmbH have also concluded rental agreements for Skygarden. The largest tenant in the building, whose gross floor space totals around 34,000 m² (365,972 ft2, is the consulting and auditing company PricewaterhouseCoopers, which acquired around 17,500 m² (188,368 ft² of gross floor space when the building was completed in August 2011.

The Skygarden office building was conceived and realised as a green building, and designed by architects Bothe Richter Teherani (BRT. The most prominent feature of the building, which is situated directly on the Hackerbrücke (Hacker Bridge, are the large winter gardens that encompass several floors. These not only improve the climatic conditions, but also optimise the building's energy concept. S Immo increases earnings to over € 20 Mio.

The financial year 2011 is turning out to be very successful for Austrian stock exchange listed S Immo AG. "Despite the challenging economic environment, we can look back on an outstanding third quarter; all key indicators are up, and once again we have good news to report from our asset management division. In addition, we have sent the capital markets an important signal by initiating the share repurchase programme at the start of October and continuing the repurchase programme for participating certificates," says Ernst Vejdovszky, Member of S Immo AG's Management Board.

The excellent performance in the first half of 2011 continued into the third quarter. Rents were thoroughly satisfactory at € 91.8m (Q3 2010: € 75.5m. A major part of the rental income came from the buildings on the Viennese Viertel Zwei site, acquired last December, and from the development projects completed in 2010.

The continuing positive trend in the hotel industry in Vienna and Budapest was also reflected in the performance of S Immo's hotels. Income from hotel operations for the first three quarters climbed from € 27.1m in 2010 to € 29.3m this year. Profits from hotel operations were up 16.7% to € 6.9m. In the first nine months of 2011 S Immo improved its gross profit by an impressive 30.9% to € 80.1m (Q3 2010: € 61.2m.

In the first three quarters of 2011, properties were sold in Austria and Germany. Proceeds from disposals came to € 40.5m and the gains on disposal came to a very satisfactory € 9.2m. EBITDA climbed significantly to € 76.6m (Q3 2010: € 55.0m, an increase of 39.4% compared with the same period last year. EBIT also increased, by roughly 63%, to € 74.0m (Q3 2010: € 45.5m. For the nine months ending 30 September 2011, net financing result totalled € -40.3m, including a non-cash foreign exchange gain of € 3.3m, which was attributable to the rise of the €O's value against currencies in Central and Southeastern Europe. Overall, S Immo's consolidated net income for the period was a very impressive € 20.3m, compared with € 1.3m for the same period last year.

S Immo's funds from operations (FFO in the first three quarters improved markedly – by 45.7% – to € 32.9m, compared with € 22.6m for the same period last year. Including participating certificates expenses, FFO for the first nine months in 2011 was € 23.1m, compared with € 14.5m in 2010. The Group's excellent performance was also reflected in the improved NOI, which rose from € 57.5m last year to € 75.0m. The operating cash flow amounted to € 74.0m, a 40.0% increase compared with the same period last year. As at 30 September 2011 the balance sheet NAV was € 7.11 per share (31 December 2010: € 7.07 per share. The EPRA NAV, the net asset value of the share calculated in accordance with the guidelines of the European Public Real Estate Association, was € 8. 64 per share (31 December 2010: € 8.34 per share.

S Immo Group owns a total of 239 properties in Austria, Germany and six other countries in Central and Southeastern Europe. It will continue to concentrate its investments mainly in European Union capitals and large German cities. The value of the Group's property portfolio as at 30 September 2011 was € 1,988.2m with a floor space of approximately 1,400,000 m². The portfolio is diversified by region and by property use type. At the balance sheet date, around 60% of the property portfolio was in Western Europe and roughly 40% in Central and Southeastern Europe. A detailed breakdown by region shows that 31.7% of the properties were in Austria, 27.8% in Germany, 21.3% in SEE and 19.2% in CEE. According to property use type, the portfolio is made up of office properties (36.0%, retail properties (26.7%, residential properties (23.3% and hotels (14.0%. The occupancy rate was a highly satisfactory 91.8%. The overall rental yield is 6.6%.

Women key to development

Participants stress women's empowerment, gender equality

BUSAN ― Abolishing gender inequality is one of the dominant issues and possibly the key in increasing aid effectiveness, according to experts in Busan on Wednesday.

At the Fourth High Level Forum on Aid Effectiveness, dignitaries, including U.S. Secretary of State Hillary Clinton, argued for the increased need to focus on the women's empowerment in order for efficient economic development.

The forum also held a special plenary session for Gender Equality and Women's Empowerment for Development Results.

"Development investments in women are among the most effective we make. When we remove barriers to participation and integrate women into the economy, we raise the prospects of whole communities," said Clinton in an opening speech.

Clinton also pointed out to the delegates and representatives of women's organizations, the private sector and multilateral organizations that if barriers on women's economic participation were lifted, GDP could increase up to 14 percent.

The secretary of state also emphasized the need for the quantification of the results of the abolishment of gender inequality, calling it critical to the Busan Action Plan for Gender Equality and Development.

"The Action Plan will help us track our progress and stay on target over the new few years," said Clinton.

During the session she announced the Evidence and Data for Gender Equality initiative, which will attempt to make statistics on decreasing gender gaps more transparent, adding that five donors have already shown support.

"EDGE responds to the growing demand of countries for financial and technical support to improve gender statistics. It will help harmonize economic data broken down by gender across different surveys and national systems."

The plan was built on recommendations from the U.N. International Agency and Expert Group on Gender and Statistics.

According to the U.S. State Department, the initiative will be overseen by the U.N. Statistics Division and U.N. Women.

However, not all were on board with the action plan, taking issue with the emphasis on women's economic development rather than human rights.

The BetterAid Coordination Group and its women's organizations expressed their lack of support citing "concern about the overwhelming focus on promoting women as vehicles of economic growth, rather than rights holders."

"What this plan fails to recognize is that there should be 'power' in empowerment. We all know that increasing the number of women available in the labor market can be very profitable. But does it result in better development outcomes or rights for women? Not from our experience," said Azra Sayeed of Roots for Equity Pakistan.

Others echoed the call, saying that commitments that lift up women's rights are needed rather than economic benefits.

Several women's organizations, including the Asia Pacific Forum on Women, Law and Development and the Association for Women's Rights in Development said they would not endorse the plan.

"The current plan does not sufficiently promote the enjoyment of fundamental human rights and substantive equality," they said in a joint press statement.

According to the statement there is evidence that suggests a purely economic approach could have adverse effects and "exacerbate inequalities and rights violations."

Kicking off the panel discussion Hans Wijayasuriya, CEO of Dialog Axiata in Sri Lanka said that mobile phones, which he called "the most widely available communication tool," can be a big key in the development of gender equality.

According to Wijayasuriya, women are 21 percent less likely to have access to a mobile phone, than men.

World Bank managing director Sri Mulyani not only reaffirmed their commitment to assisting countries, but also to gender equality more specifically.

The Busan Joint Action Plan for Gender Equality and Development is a collection of the commitments made during the forum, and will drive a results-focused agenda.

According to the U.S., the plan will promote gender equality and women's empowerment by addressing factors behind women's lower status in economics politics and society.

Gender equality and empowering women by 2015 is one of the eight Millennium Development Goals, agreed upon by all 193 United Nations member state..

Korea, however, is largely regarded as one of the worst environments for gender equality, as the nation's gender wage gap is more than double that of the OECD. Other studies shows that only 8 percent of women have supervisory responsibilities here, and only one female university graduate is employed per every four male graduates. A little less than 5 percent of the nation's corporation executives are women.

The three-day forum is the largest event since its Paris opening in 2005, attended by dignitaries including South Korean President Lee Myun-bak and U.N. Secretary-General Ban Ki-moon.

Hendry says consumers key to smart metering with consultation to come

Hendry said the results of early trials had shown the government was right to mandate in-home displays with meters, and he promised to address all customer concerns including the effect of wifi and a code of practice for installation visits.

The latter issue had already been raised by earlier speakers, who said that although a sales pitch during installation would be wrong there was a «fine line between marketing and good advice».

Decc was praised by speakers for its programme management and the energy minister promised a raft of other consultations in the new year.

In a nod to the time invested by the industry in the programme he said he appreciated that the industry had already dealt with many consultations, but he said that meant Decc was able to proceed on a consensus basis – and said he would welcome alternative forms of engagement.

He said that among the consultations there would be a new one on technical specifications for meters, which must meet industry needs for interoperability and network management. Final specifications would be submitted to the EU for approval before they become the basis for new conditions to be written into supplier licences.

Maui Sees Smart Grid As Key To Renewables

Residents of Maui, Hawaii, are set to say "aloha" to more renewables and greater efficiencies from the Maui Electric Company (MECO, thanks to Silver Spring Networks. Silver Spring was recently selected by the utility and the Hawaii Natural Energy Institute at the University of Hawaii to deploy a smart grid project designed to help MECO reach Hawaii's goal of sourcing 70 percent of its energy from renewables by 2030.

Toward that end, the Maui Smart Grid Project will evaluate different smart grid technologies to integrate renewable energy sources (such as wind and solar photovoltaic, reduce costs and improve management related to peak demand, operate the electricity grid more efficiently and restore power outages more quickly and safely.

Silver Spring will spearhead the project's customer engagement and education program in partnership with MECO and the Natural Energy Institute. The company will also provide its Smart Energy Platform solution – which includes CustomerIQ, Silver Spring's web-based energy management portal – advanced metering, distributed generation monitoring, demand response and distribution automation solutions.

"This deployment shows a serious commitment to integrating renewable energy, changing the relationship with MECOs customers and providing Maui and Hawaii with energy independence and cleaner energy, today and in the future," Scott Lang, chairman, president and CEO of Silver Spring, said in a statement.

The Maui Smart Grid Project is part of a nationwide set of demonstration projects funded through the U.S. Department of Energy. Other partners on the project include Hawaiian Electric Company, the county of Maui, the Maui Economic Development Board, the Sustainable Living Institute of Maui at the University of Hawaii-Maui College, HNU Energy and SRA International.

‘Smart’ Technologies Will Create ‘Intelligent Cities’

New technologies, open platforms, and better governance are helping to create cities that are both environmentally responsible and economically attractive. We are increasingly witnessing the growth of intelligent cities – cities which increasingly deliver services with the aid of so-called smart technologies.

At the forefront of this are cities like Amsterdam and the Fujisawa Sustainable Smart Town, but many others now boast key attributes that help create the infrastructure necessary to deliver better and more efficient services to the population.

This week, Barcelona will host a global congress to discuss the impact on society that smart and sustainable cities can and will have. Discussions of issues such as mobility, energy, the environment, planning, government and funding will all be underpinned by the role that technology is now playing. Technologies and platforms embed intelligence in a city's infrastructure to extend the effectiveness of services at a lower cost.

This kind of capability can now stretch across a city's services, from monitoring power generation so as to optimize electricity and water usage, to open (or gateless tolling on urban roadways.

In addition to these kinds of "machine-to-machine" capabilities enabled by telematics and radio-frequency identification tags, other important technologies include smart grids to encourage better energy production and delivery; intelligent software and services; and high-speed communications networks connecting all related city, citizen and business services.

These are all parts of the overall technology environment of a city, something we call an "intelligent infrastructure".

Many cities currently face difficult challenges in harnessing and integrating these leading-edge technologies. They struggle with legacy systems that often hamper their integration efforts. Systems are often based on proprietary, closed infrastructures and technologies.

Over time, information systems take on lives of their own and become costly to maintain; those within one city department such as public transport cannot easily be integrated with those from other departments. The negative impact of this fragmentation can be felt in excess costs, diminished services and an infrastructure that is not agile enough to adapt to the needs of the future.

This technology-centric perspective alone does not get at the full challenge of making a city both sustainable and attractive, primarily because what needs to be integrated is more than just the technologies. The integration challenge includes the entire suite of city services and capabilities: natural resource management, transportation, office and residential buildings, health and safety, waste management, education, culture, tourism and public administration.

At the heart of discussions in Barcelona will be the need for integration which extends to everything that ultimately makes a city worth living in, like the organizational structure of the city and the way it is planned and managed. The real pioneers are doing more than just one-off initiatives; they are trying to coordinate technologies, services and management more effectively, in a more open environment.

Intelligent cities in the making are also pursuing the best way to integrate intelligent infrastructure initiatives across service domains, including energy, water, transport and buildings. Enabling technology capabilities across city departments is also essential; this integration includes communications and data, sensing and control, plus customer-facing hardware and applications.
