Alamo RMA is focused on reducing mobile source emissions to improve air quality in general. As you may have noticed, the U.S. Super Street 281 in San Antonio has improved congestion for commuters, but the U.S. 281 EIA (Environmental Impact Study will develop a long term solution to transport problems along U.S. 281, between 1604 and Borgfeld Loop Road.
Air quality is essentially the measure of air pollution, a measure of the amount of smog there is, or the amount of carbon dioxide in the air.
Motor vehicles, industries, construction and some commercial operations are among the sources of air pollution in the area of San Antonio.
The main air pollutants emitted by motor vehicles are volatile organic compounds (VOCs, nitrogen oxides (NOx, carbon monoxide, particulates and a class of compounds called Mobile Source Air Toxics (MSATs.
VOCs and NOx can react in the air, the sunlight to form ground level ozone. Because the reactions take place for several hours, peak ozone concentrations are often far downwind of the sources of precursors. Therefore, ozone is a regional problem and not a local condition or specific to a particular project.
By federal law, San Antonio must meet National Ambient Air Quality . If a city meets the emissions standard after being found under "achievement." The reverse is true, the cities that do not meet standards are reported in "non-compliance."
The area of San Antonio is on the level, but not by much.
In January 2010, the U.S. Environmental Protection Agency (EPA proposes to revise the air quality standard for ozone at ground level by lowering the temperature limit. The new threshold, which is expected to be announced on July 31, 2011, is intended to be more protective of human health rights and the environment.
The EPS then designate communities across the country that do not meet the revised standards. The consequences of not improving air quality include health and mobility problems and a great impact on economic growth in the area.
Emissions are designed in four different sources:
▻ Mobile Sources: Emissions from both the road (the evaporation of fuel in vehicles on public roads and off-road engines (internal combustion engines such as those found in trains, construction equipment, airplanes and lawnmowers ▻ Fixed Sources: significant emissions of fixed equipment such as turbine engines, the processors of wood pulp, industrial surface coating and oil storage tanks ▻ nonpoint sources (or Area Sources: Many small emissions when pooling have an effect like residential fuel, solvents, distribution of storage products (such as gas, waste management, forest fires and wind erosion ▻ biogenic sources, representing 30% of emissions of organic compounds volatile in the eastern half of Texas. Sources such as oaks, pines, sweet gum, Eucalyptus and Popular.
The National Environmental Policy Act (NEPA of 1969 and the Clean Air Act of 1970, as amended, requires consideration of the road improvements can have an impact on local air quality. This is accomplished by determining whether or not localized concentrations of carbon monoxide would be adversely affected by the proposed improvement.
The U.S. Project EIS 281, this will be carried out in accordance with TxDOT Guidelines for Air Quality 2006 . Included in the EIS, is an air quality impact to calculate the carbon monoxide (CO for each of the alternatives to determine the potential impacts along U.S. 281.
MSAT analysis will be completed and documented in the final EIS the preferred alternative.
To further improve mobility in the U.S. 281, building each alternative considered in the EIS includes additional elements such as bus service, park facilities-and-ride, bicycle and pedestrian facilities, management of growth, management of transport demand and management transport system.
