Programs Director

Action Contre la Faim – Canada is part of the international Action contre la Faim network which provides humanitarian relief in over 45 countries worldwide, in nutrition, water and sanitation, and food security.   Established in 2005, ACF-Canada is responsible for supporting ACF's fight against hunger by: leveraging the participation of Canadian financial resources through public and private fundraising, establishing ACF Canada as an advocate and reference in the struggle to end hunger and malnutrition amongst the Canadian public and private sectors, recruiting Canadian professionals for our international programs.

ACF-CA is also the inter-agency project convener for the SMART methodology, a standardized means of undertaking nutrition assessment in emergencies. Since 2007, ACF-CA has trained over 550 persons in 20 countries in how to use this methodology when conducting nutrition and mortality surveys.  As project convenor, ACF is directly involved in the development and dissemination of standardised training tools to build essential skills in SMART, provide on-going technical assistance to cluster agencies during the survey process and mobilises scarce survey needs during crisis and emergencies.

OVERALL RESPONSIBILITY

This important role will be based in ACF-Canada's newly opened headquarters in Toronto and will join a highly qualified team of humanitarian and management professionals who will concentrate on building upon the existing successes of ACF-CA as well as lead the organisation into an exciting period of growth and development.   The key responsibility of this role is continuing to build upon the success of the globally recognised SMART (Standardised Monitoring Assessment in Relief and Transition programme; as well as identify and respond to emerging needs and innovation in the methodology.   In addition to this, the role will be responsible for overseeing the identification and tracking of funding opportunities in Canada (and abroad for SMART as well as ACFIN humanitarian programs, particularly in the areas of nutrition and health, food security and livelihoods and WASH.

SCOPE OF THE POSITION

Reporting to the Executive Director, the Manager, Programs provides the strategic, programmatic and managerial leadership required for the Programs Department, as guided by the ACF-CA strategic plan and the respective standards, policies and structures of ACFIN international.   

Whilst there are currently four persons in the Programs department, the unit is expected to double in size both in terms of staffing and funding during 2013.

The Manager Programs is primarily responsible for:

•    Elaborating and implementing an effective SMART programs strategy that is coherent with:o    The strategic plan, policies, and structures of ACF Canada.o    The needs of its key implementing partners, and the overall strategic mandate of the Global Nutrition Cluster (GNC and its partners when it pertains to work with SMART.•    Managing the day to day work of the Programs Unit, including program development; project planning and monitoring; overall quality; advocacy; staff supervision; finance and administration. •    Be the liaison between CIDA and ACF-International partners, providing opportunities for funding.•    Representing ACF Canada to internal and external stakeholders, including CIDA, PAGER, and the GNC, implementing agencies, partners, media as well as the Canadian public.

SPECIFIC RESPONSIBILITIES

Working with the Executive Director, the Programs Manager is responsible for the elaboration of ACF Canada's Program strategy. The role is responsible for ensuring that the required systems and processes are in place to ensure its efficient and effective implementation. He or she will also provide content and representational leadership to ACF Canada's efforts to treatment and prevention of child malnutrition at the forefront of all its work.

1.    Program Development, Implementation and Evaluation

The Program Manager is accountable for decision-making and performance of the Programs Department. This includes (but is not limited to:

•    Facilitating the development and supervision of an effective Programs department team in a collaborative manner, including annual work planning processes. •    Establishing and maintaining systems for efficient administration of the Programs Department team and its program, including: o    Accurate and timely financial management of the Unit's budget and program expenses, including annual budgeting, monitoring of funds and assuring accurate and transparent management of funding grants.o    Co-ordinating the monitoring, evaluation and learning processes within the department.o    Providing appropriate and effective human resource management to the Programs team, including: appropriate selection, development, supervision and evaluation. •    Liaising with ACF colleagues, donor groups, agencies, partners as required advancing ACF Canada's program and capacity. •    Representing the SMART program in key working groups and forums, including the Global Nutrition Cluster, the GNC Assessment working group, the SMART Technical Advisory Group, ACF-IN and other key implementing partners.•    Identifying opportunities for on-going development and innovation of key program activities, particularly for SMART.•    Demonstrating leadership in developing, planning and results reporting related to Expatriates Human Resources.

2.     Program Funding

•    Overseeing the identification and tracking of funding opportunities for SMART and ACFIN humanitarian programs, particularly in the areas of nutrition and health, food security and livelihoods and WASH.•    Maintaining and building relationship with existing institutional funders.•    Co-ordinating the elaboration of funding proposals for SMART and providing quality assurance to the proposal development process. •    Managing, implementing and monitoring ACF-IN's needs for International Humanitarian Assistance (IHA funding from CIDA. •    Representing ACFIN at CIDA's IHA and other departments and being the key network liaison with CIDA on behalf of ACFIN.

3.    Expatriates Human Resources

•    Designing and implementing, together with the HR Officer, the Expatriates Human Resources strategy and objectives.•    Providing technical support and field expertise to improve existing tools and policies.•    Ensuring appropriate and effective human resource management to the HR Officer.•    Following up on budgets.

4.     Policy, Advocacy and Communication

•    Maintaining a comprehensive understanding of the emerging trends of humanitarian sector, particularly as it pertains to fulfilling the overall ACF-IN strategic mission.•    Positioning and providing thematic leadership on nutrition, and in particular nutrition assessment during humanitarian crises.•    Fulfilling the role of Core Member for SMART at the GNC Assessment Working group.•    Ensuring the Programs Department develop a close relationship to ACF Canada's media, advocacy and public awareness activities and policies. •    Act as the ACF-IN Advocacy representative in Canada and appropriately communicate ACF-IN advocacy policy to relevant stakeholders.

REQUIRED KNOWLEDGE, EXPERIENCE COMPETENCIES•    Preferably a degree in nutrition or public health or in an area related to the humanitarian sector or an equivalent combination of education and experience. •    A minimum of seven (7 years international humanitarian work experience, through which the candidate has progressively demonstrated skills in program development and program/project management with proven experience in the analysis, management and evaluation of nutrition and/or health programs.•    Demonstrated experience and capacity in the analysis of current political, social and economic policy and practice related to humanitarian response; specifically knowledge of Government of Canada programs and policies related to Nutrition. •    Demonstrated understanding of the Humanitarian reform, and working arrangements of the cluster system, and/or experience working with Global Nutrition Cluster partners.•    Bilingualism, with excellent written and spoken skills in English and working-level knowledge of French.•    Demonstrated skills in team management, able to provide an enabling environment of trust, and motivation, necessary achieve organizational goals objectives.•    Proven capacity in the administration of financial program management as well as the administration of international development grants. •    Advanced skills and knowledge in capacity building methodologies.•    Strong computer skills in MS Office applications including Word, Excel, PowerPoint.•    Demonstrated capacity in working in a cross-cultural environment.  •    Commitment to the mission, goals and strategies of ACF International.•    Ability to undertake travel within Canada and abroad for short durations, sometimes in difficult and insecure situations, with little prior notice.
