Japan releases Guam buildup Environmental Impact Statement

The central government of Japan has produced a crucial study on the plan to relocate the Marine Corps Air Station Futenma, which is «an important step» toward the military buildup on Guam, said Delegate Madeleine Bordallo.

Bordallo said Japan’s final Environmental Impact Statement is «concrete progress» toward relocating the much-debated facility. The shift of Futenma is a linchpin in the plan to bring Marines and their dependents to Guam.

«These steps by the Japanese government are important to showing their efforts to resolve political impasses in Okinawa, and this important action builds on Prime Minister Noda’s commitment to achieving ‘tangible progress’ on a Futenma Replacement Facility,» Bordallo said.

Blocked attempt

According to an article by Japan’s Kyodo news service, the Japan Defense Ministry delivered the EIS to the Okinawa Prefectural Government early Wednesday after its first attempt was blocked by angry residents.

Okinawa Gov. Hirokazu Nakaima, who has been a vocal opponent to the Futenma relocation plan, told Kyodo news that the prefecture has no choice but to receive the report now that it has been delivered.

Guam EIS

The EIS spans about 7,000 pages, which is similar to the Guam buildup EIS that was released last year. The Guam document included an extensive buildup plan and expectations of its impact on day-to-day life. The public was given months to scrutinize the document before the plan was made final in a Record of Decision.

Opposition

Nakaima and some Okinawa residents oppose the Futenma relocation plan because it moves some of the Marine aircraft within their island.

Although about 8,000 Marines would come to Guam, Marine air operations would shift to an expanded base at Camp Schwab, a base farther north in Okinawa.

Nakaima has said that the Marine Corps Air Station Futenma should be moved off of Okinawa entirely, to some other alternative location in Japan.

Sen. Judith Guthertz, chairwoman of the Legislature’s committee on the buildup, said the release of the EIS document is a «hopeful sign.
