The country's largest teachers union, the EIS, is expected to begin voting members in the coming weeks on strike in response to reform public sector pensions.
Union leaders say the changes are forced teachers to contribute more to their pensions and work longer before retiring.
Changes to pensions are calculated also see teachers receiving less, according to the EIA.
Ask for a strike vote has come from the union's influence strategy sub-committee.
If a vote was approved by the Executive Committee of the union, teachers in all local authority nurseries, primary, secondary and special schools are asked to vote on possible strike, which is expected to take the form of an initial one-day strike.
If it went ahead would be the first time since 1986 that a national teachers' strike has taken place in Scotland.
Ronnie Smith, EIS general secretary, said: "At the recent annual general meeting EIA, teachers in Scotland sent a clear message that his patience with attacks on their living standards are exhausted.
"In a time of wage freeze imposed on public sector wages, with rising prices of food, fuel, clothing and transportation, teachers are unwilling to accept further erosion in their standard of living. For Teachers in trouble, the prospect of paying more than your salary into a pension plan with a promise to work longer and get less in the end could be the straw that breaks the camel. "
Eileen Prior, executive director of the Scottish Council of Parents and Teachers (SPTC, said teachers do not expect any sympathy.
She said: "Parents are going to be very concerned about the prospect of a strike I suspect the answer will be one where there is a huge amount of sympathy for the teachers ..
"There is a feeling that everyone is being squeezed. The reaction I get from parents is that teachers feel they are being treated pretty good."
The EIA said the recommendation for a strike vote from its strategy sub-committee was a "warning" to the ministers do not ignore its members.
While the pension reform is a matter reserved for the UK government, any change to the north of the border require support from the Scottish Government.
