Turtle Bay ruling supplemental EIS may be powerful

The supplemental environmental impact statement that com/profiles/company/us/hi/kahuku/turtle_bay_resort/3233859 / "ct =" APT: Company Link "class =" ct saveLink "> Turtle Bay Resort is preparing for its expansion plans is a rare document.

The owners of the Oahu North Shore resort is required to prepare the supplementary EIA after the Hawaii Supreme Court ruled last year that the EIS had been done in 1985, was essentially out of date.

But Lee Sicht, the consultant who wrote the note for the preparation of supplementary EIS Turtle Bay, said the trend will be toward more supplements.

"There is also a recognition that there is much uncertainty about the length of an original EIA is good for, so that people err on the side of caution," said Sicht, who previously was the chief planner of Belt Collins .

The draft of the Turtle Bay supplemental EIS must be submitted in the state by the beginning of 2012, with the final document by mid-2012, Sicht said.
