Teachers could be voted on during the strike in the autumn in response to changes in pensions.
A subcommittee of Scotland's largest union education, the Educational Institute of Scotland (EIS has recommended its members vote on the proposed UK government to increase pension contributions, while reducing the amount teachers receive in retirement.
Executive is expected to vote accepted the EIS, which could see teachers vote to strike later this year.
EIS general secretary Ronnie Smith said: "In the recent EIA Annual General Meeting (AGM, teachers in Scotland sent a clear message that his patience with attacks on their living standards are exhausted.
"The teachers have drawn a line in the sand and sent a clear message to government – are prepared to take strong measures to combat harmful changes to our pensions.
"In a time of wage freeze imposed on public sector wages, with rising prices of food, fuel, clothing and transportation, teachers are unwilling to accept further erosion in their standard of living.
"For teachers in trouble, the prospect of paying more than your salary into a pension plan with a promise to work longer and get less in the end could be the straw that breaks the camel.
"The EIA sincerely hopes that the government is listening and changing course on pensions, but we are ready if they do not.
"The recommendation today by a vote to strike is a warning that the government can not afford to ignore – teachers' strike on this issue if forced to do so. "
Teachers have already agreed to use the strike to resist any worsening conditions of service in the General Meeting of Shareholders of EIS in June.
