The environmental impact statement for the 2008 sale was challenged by a coalition of environmental groups and Alaska Natives and was sent back to the agency changes by a Federal District Court in the U.S. Alaska in July 2010.
An earlier version of the SEIS to correct legal deficiencies was developed in late 2010, but BOEMRE early 2011 decided on further changes to include a hypothetical "big oil spill," and has developed a scenario Six seconds has already been issued in its final version.
Shell officials were pleased by the action.
"Last summer, a Federal District Court of Alaska found the environmental impact statement that the support of Lease Sale 193 Chukchi lacked certain information BOEMRE," said company spokesman Curtis Smith. "The agency has provided additional information. We hope the BOEMRE approved Shell's plan Chukchi exploration, as soon as possible after Secretary Salazar registry problems the decision. "
The final document includes a scenario of oil spill large, where a well "explosion" occurs that could spill 61,000 barrels of oil per day and last day 74, spilling a total of 2.1 million barrels. This is a hypothetical spill, however, and not the "worst case" spill a browser should be prepared to explore a specific location in Anchorage BOEMRE an official said. That scenario could be adapted to the geological and environmental conditions in place, the official said.
BOEMRE held two rounds of hearings in communities in Alaska with the 2010 and 2011 versions of the SEIS.
"We have worked diligently to address the concerns of the District Court a complete and thorough," said director Michael Bromwich BOEMRE. "This will ensure that decisions relating to the sale of lease will be carefully balanced with the best available scientific information. "
Shell, ConocoPhillips and Statoil is planning exploration wells in the Chukchi Sea and some federal permits have been issued in draft form by federal agencies. Shell and ConocoPhillips hopes to drill exploration wells in the Chukchi Sea in 2013, but have previously said that the legal issues related to the sale of the original lease must be resolved.
