EIS needed for transit-oriented development in Kakaako

The Hawaii Community Development Authority said Wednesday that an Environmental Impact Statement is required for the Transit-Oriented Development projects for the Kakaako Community Development District.

The planned projects will involve substantial secondary impacts, such as population changes or effects on public facilities, the state agency said.

It also may substantially affect scenic vistas and view-planes and may require substantial energy consumption, the agency said as reasons for triggering an EIS.

The HCDA said that the entire district is a mature urban environment and does not include any environmentally sensitive natural resources, although due to its extensive history it is likely that burials may be encountered during development of properties within the district.

In addition to the potential development of TOD projects, other anticipated development within the district includes an affordable rental project at 690 Pohukaina Street, which is to be developed by Forest City Hawaii, the renovation of Ward Warehouse commercial areas and the implementation of master plans by major landowners in the area, including Kamehameha Schools and the Howard Hughes Corp.
