Washington D.C. – Navy Assistant Secretary Jackalyne Pfannenstiel told Congress Wednesday a new Environmental Impact Statement [EIS]  will be needed for the Guam military buildup and it will take at least 2-years to do it, once a new realignment deal is struck with Japan.

It may be the first time the Navy has insisted publicly that a complete new environmental impact statement is needed for the Guam build-up.

Congresswoman Madeleine Bordallo's office says the point's been made privately. And bordallo disagrees with it. But Assistant Secretary Jackalyne Pfannenstiel told a Senate appropriations panel:

Pfannenstiel: "Once the agreement is reached with the government of japan, we will need, most likely, to redo our environmental analysis for guam. that's a couple-year process. until you have completed that…it's hard to know with specificity, what the construction requirements will be." 

Not something Guam businesses or officials want to hear.

Bordallo says a streamlined 'environmental assessment' would save time and still meet federal requirements.

Pfannenstiel’s comment came when she was pressed by the Senate panel for a date to complete a build-up master-plan, one of several Defense authorization requirements

Pfannensteil: "Our hope, we can reach preliminary agreement with the Government of Japan within the next couple of months, make an announcement, thereof and begin the environmental work that is needed. "

Congresswoman Bordallo reacted in a written statement that she needs to "better understand" the Navy's rationale for a possibly brand new Environmental Impact Study.

Bordallo stated: "I am seriously concerned that our strategic pause will become a strategic delay."

The Congresswoman added, "our businesses are hurting" and she urged the Navy to look at building upon the earlier, very costly, EIS with a shorter environmental assessment.
