Japan and the United States began making adjustments Thursday to increase Japan’s cash contribution to the military buildup to $3.5 billion from $2.8 billion, according to Japan’s Kyodo News.
In February, the United States asked Japan to increase its cost-sharing because of increasing pressure from the U.S. Congress to cut expenditures, Kyodo reported. Japan initially resisted, but has since relented, the Japan news organization reported.
The buildup has undergone significant changes in recent months. This week, Jackalyne Pfannenstiel, an assistant secretary of the Navy, said ongoing discussions with Japan «most likely» will reshape the buildup so the military will need about two years to issue a new environmental impact statement, according to Pacific Daily News files.
During earlier preparations for the original buildup plan, the military put together an environmental impact statement, which estimated how a Marine influx would change the island. The EIS went through a series of public hearings and two public comment periods that spanned several months, and the process took about two years.
The buildup also is set to be much smaller than originally planned. The buildup was initially planned to move about 8,600 Marines from Okinawa to Guam, but that number has been reduced to 4,700, and at least some of them are expected to be rotational.
Some members of the U.S. Senate are waiting for the Department of Defense to submit a comprehensive revised buildup plan before they can justify unlocking buildup funds, according to PDN files. A Navy official earlier this month said the reports will come out when the planning discussions with Japan are completed in about two months. The Senate is waiting for a Marine Corps plan to distribute troops across the Pacific, a buildup master plan, an independent audit of troops in the Pacific, and a coordinated federal agency plan on infrastructure improvements.
