The scoping process of the State Environmental Quality Review Act for the proposed sale of town of Arcadia-owned land for the purpose of developing a landfill will end on Friday, Nov. 2 at 4 p.m. unless an extension is granted.
Town Clerk Dane Allerton said as of Monday, the town had received 23 letters for the scoping, four of which were requests for an extension that would allow the public more time to write letters voicing their concerns. The Town Board, acting as lead agency, granted 31 days for the scoping process. The state Department of Environmental Conservation allows up to 60 days for scoping, but also allows the lead agency to make the final decision on how much time is allotted for the process.
The purpose of scoping, according to the DEC website, is to narrow issues and ensure that the draft environmental impact statement will be a concise, accurate and complete document that is adequate for public review. The scoping process is intended to ensure public participation in the EIS development process; allow open discussion of issues of public concern; and permit inclusion of relevant, substantive public issues in the final written scope. The scoping process can also allow the lead agency and other involved agencies to reach agreement on relevant issues in order to minimize the inclusion of unnecessary issues. Finally, scoping should help the sponsor avoid the submission of an obviously deficient draft EIS.
«Concerned Citizens of Arcadia submitted a letter to the town board asking that the public comment period be extended to the allowed 60 days," Matt Ury, vice president for the Concerned Citizens of Arcadia, said. "The public deserves the maximum time to voice their concerns. Without any recent public information meetings or a website, Information is still making its way to the residents. Members of the town board have stated that they are waiting for the environmental impact statement before deciding. I am sure the board wants the most detailed study possible to make their decision. More time for public comment will help provide a more detailed impact statement.»
Supervisor Dick Colacino said the board is meeting on Wednesday, Oct. 31 for a public hearing on the proposed budget. Although the extensions are not on the current agenda for the meeting, Colacino said he or another board member may bring up the extensions for the board to discuss and consult with the town engineer, MRB. Colacino said he believes it should be the decision of the entire board on how to proceed as to whether or not an extension will be granted.
