Town opens account to pay BLM for airport EIS

A local project that has been in the works for decades is slowly advancing.
The Pahrump town board approved establishing a Cost Recovery Account CRA for the town's proposed airport during its June 12 meeting.
The action will facilitate the completion of an Environmental Impact Statement EIS of the BLM land located about 11 miles northwest of the Hidden Hills Solar Electric Generating System site in Nye County.
The statement is expected to cost no more than $62,000.
The approval, according to Town Manager Bill Kohbarger, was necessary to get the airport project moving forward.
He also referred to the passage as unfortunate and at the same time unavoidable.
"In order for the Bureau of Land Management BLM to do any work on the airport, we must pay them even though they are getting paid by the federal government. It is one of those necessary evils that we have to do in order to get the airport project going forth. It does not make sense to me why we have to pay the BLM to check work that the experts hired by the Federal Aviation Administration FAA are doing. It doesn't make sense to me, but that's the BLM. They feel that they own the land instead of managing it and it's a shame," he said.
Kohbarger also said he would welcome the federal government to look into the actions of the BLM on such matters.
"Hopefully one day Congress will open up and see what the BLM is doing and change a few rules. It passed 4-0 and I was very happy that it passed because the town board knew that if the CRA did not pass, there would be no airport because the BLM would absolutely refuse to do any work on it and they would delay it. The town board stepped up even though it didn't make sense," he said.
In December, town board members took a major step forward by voting unanimously to use room tax revenues to help fund the airport project.
Kohbarger noted that the BLM is an agency that must review all studies of public lands managed by the BLM, even those conducted by FAA experts.
The town is responsible for the cost of the review, which will be paid through the CRA.
Any unused portion of the money will be refunded back to the town.
The idea of constructing an airport in Pahrump has been up for consideration for more than two decades. In 1987, a California-based company rendered a final site selection plan for the proposed facility.
Also on June 12, town board members gave the go-ahead to provide additional lighting at Petrack Park's field 'C' for various public events scheduled in the evening.
Engineering and surveying work was just recently completed after board members approved moving forward with the project last November.
The board voted 4-0 to approve funding for additional lighting at the park, which will be a venue for soccer and other community-related activities.
Kohbarger said the town received two bids for the project.
"The bids came in at $250,000 from LaHaye Electrical here in Pahrump and ROBOC Electrical in Las Vegas for $511,675.90. LaHaye Electrical is what we feel is the most responsive and responsible bidder. All the specs have been met," he said.
Board member Harley Kulkin said he was puzzled by the monetary disparity between the two bids.
"It seems awful strange that the other bid was over twice as much but if we are confident we are going to get the same quality no matter what company does it, this certainly speaks for itself. I just want to make sure that we are not going to get shortchanged for paying less than half of the other company," he said.
After a brief discussion, the board unanimously awarded the contract to LaHaye Electrical.
Park Impact Fees will cover the cost of the project.
A popular annual event is returning to the valley once again.
Board members unanimously approved funding the Pahrump Movie Night series, which will kick off on Tuesday, July 3.
Kohbarger said the town was more than happy to bring back the annual summer event for the community.
"Two movies will be at Petrack Park and the rest will be at Ian Deutch Memorial Park. We actually expect about 600 citizens to attend. It is absolutely a great time for families and friends to get together and just come out and picnic, relax and watch the movies. You can't have any open fires but you can bring a cooler with cans or plastic bottles. No glass bottles please. My favorite thing is to go to KFC and bring a bucket of chicken and some cole slaw and sit there and eat and watch the movies," he said.

EIS tells Mike Russell to drop Scots question

EDUCATION secretary Mike Russell was urged yesterday to reverse a controversial decision to include a compulsory question on Scottish texts in the Higher English examination taken every year by thousands of schoolchildren.
Under plans put forward by the Scottish Government and endorsed by the Makar (Scotland's poet laureate Liz Lochhead, every pupil sitting the exam from 2014 "will answer at least one question" on a Scottish novel, play or poem.
But teachers meeting at the annual meeting of the Educational Institute of Scotland (EIS in Dundee yesterday backed a motion calling for the idea to be scrapped, describing the plans as "nothing to do with education".
The vote by Scotland's largest teaching union comes just days before a crucial meeting of the Scottish Qualifications Authority to discuss which Scottish texts would be on an official list. A list of more than 160 texts drawn up by Alan Riach, professor of Scottish Literature at Glasgow University, is also about to be published.
Allan Crosbie, an English teacher from Edinburgh, said that although the profession had no issue with teaching Scottish texts, the government's plans were restrictive.
He said: "The problem, and where most English teachers would disagree with Liz Lochhead and Mike Russell, is the diktat that it will now be a requirement to answer an exam question on at least one of these texts.
"The diktat has flawed educational thinking at its heart and is completely contrary to the spirit of the new curriculum. Rather than trusting teachers to be creative, risk-taking and autonomous, this diktat sought to impose what [former EIS general secretary] Ronnie Smith said at the time was a political direction on what is taught in our schools and that will result in limiting and narrowing what teachers do.
"I want to believe that Mike Russell's decision was made for the best of motives, but it will end up doing the opposite of what was intended. Instead of opening up diversity, enriching children's learning, it will close it off and narrow it. If only Mike Russell had talked to English teachers, this situation could have been avoided. "
Alan Janeczko, a science teacher from East Dunbartonshire, added: "This idea has nothing to do with education and more to do with someone in the Scottish Government being carried along on a wave of nationalistic fervour. I'm not sure this is being done for sound educational reasons."
The EIS motion, which was backed overwhelmingly, called on the Scottish Government, SQA and Education Scotland to revoke the decision.
Currently students have the option of answering a question on a Scottish text, however the new measure will make it compulsory. The announcement, made in January to coincide with Burns Night, confirmed the government's acceptance of the recommendation from the Scottish Studies Working Group, which was aimed at ensuring future generations of Scots grow up with an understanding of their culture and literary heritage. At the time, Russell said: "Our country has a rich and world-renowned literary tradition. Scotland's contribution to literature is marked down the generations and we want our children and young people to have the chance to learn about our literary tradition and to inspire the future generations of Scottish writers. "
The list compiled by Riach, and to be published by Perspectives magazine, includes well-known Scottish writers and more obscure texts dating back centuries. Riach says the list is necessary because Scottish literature has been so neglected. "Until recently, fine teachers might introduce Scottish literature to schoolchildren with deep knowledge and contagious enthusiasm but the provision in schools was entirely optional. Many other teachers might have no interest in teaching the literature of the country and have not been required to do so.
"The new directive could thus be welcomed as a wonderful opportunity or it might be resisted as an imposition."
In compiling the list, Riach claims "literary quality comes first. Then, aye, indeed, I'd want to say that the experience of women as much as that of men should be there, and that there should obviously be full acknowledgement of the languages in which Scottish literature has been composed – pre-eminently Gaelic, Scots and English. "
James Robertson, twice-winner of the Saltire Prize for Literature, praised Riach's list, saying: "This kind of narrative has been mostly lacking in the teaching of Scottish literature and it's a highly commendable corrective to the notion that occasionally, as if by accident, we produce a world-class writer like Burns or Scott or Spark. The Riach 'open canon' provides a context for those famous names. It is both comprehensive and open to challenge. It disputes negative attitudes to our culture but itself demands discussion and argument."

Now – I currently give my vote to the party of government. I am also a supporter of Democratic Left Scotland who, I believe, are behind Alan Riach’s ‘Perspectives’ magazine. And I am a great believer in Scottish literature: it can stand up with the best of them and should be promoted more.
*But* I am not sure that I approve of the way this list is being used. Should my daughter be penalised if, in her Higher, she concentrates on Bulgakov, Fitzgerald, Wilde, Achebe, Baudillaire, Atwood (random, list from her bookshelf? I’ve been trying to get her to read Grey, McDiarmid and McCaig – well, I’m sure she’ll get around to them. No hurry.
Compare and contrast England. What do we think of a nation in which an Education Secretary believes, amongst other bonkers ramblings, that the history syllabus can be used to – he actually says this – ‘Promote British Identity’?
The list is doubtless well intentioned. Scottish literature – the Scottish literary identity, even – should be promoted. But the curriculum is not the place do it. Why? Because culture is a smorgasbord that we free to pile onto our plates any way we damn well please. Put Scottish books before us and we will *choose* to read them.
Just another example of the vested interests of the EIS. It seems they have no care for their members or their pupils just the Labour party. God help us all.

Walter Scott for example would be on the list come what may given his role in the development of the historical novel. However, pushing out great literature on grounds of not being Scottish enough simply so Liz Lochhead can get her books on school reading lists is very narrow.
Ensuring that Scottish schoolchildren get to study Scottish writers brings Scottish schools into line with English, Welsh and Northern Irish schools, where pupils have to study writers from their respective countries. Just like every other country on the planet. This level of hysteria does the Unionist cause no good whatsoever. Is it really to be believed that the only thing preserving the integrity of the UK is an institutionalised ignorance of Scottish literature? That if Scottish pupils ever read «The Prime of Miss Jean Brodie» or «The Testament of Gideon Mack» or «The Beach at Falesa», or the poetry of Carol Anne Duffy or Jackie Kay or John Burnside or Douglas Dunn, they’ll rush off and join the SNP? Get a grip. This is about letting school pupils see that their homes and communities and voices can produce literature, that they are allowed to take part. The EIS’s frankly disgraceful motion is an attempt to politicise good educational practice. They are the Scottish Cringe made flesh.

Surely it’s about the balance of the curriculum. Our young people should have thechance to study the literature of Scotland, literature from the English speaking world and other world literature as part of a broad and general education. Surely 25% weighting on a mandatory Scottish question is entirely reasonable. There’s already a compulsory Scottish dimension in the history syllabus (and most countries worldwide will have similar weighting of at least 25% In a modern national curriculum I think 25% compulsory study is very enlightened. Teachers down south would give their eye teeth to work in such a minimally prescriptive context when they have Michael Gove imposing all sorts of dubious curricular schemes on learners and teachers. Teachers should be very careful what they wish for and support and champion the distinctiveness of Scottish education because the Gove alternative is neither optional nor educationally sound.

Scottish Teachers of today have never been in a more prominent, influential role where their students are concerned. Therefore, to hear that they, collectively are so closed in their approach as to deny their students the opportunity to learn from Scotland’s rich literary heritage. I am appalled! Could it be that they are so comfortable that having to learn and teach something DIFFERENT is too much like hard work.
The problem with compulsory teaching of » scottishness» in any part of the curriculum, not just English, is a worry for all teachers in Scottish schools. Our job is to educate and open minds to free thinking. When our politicians get carried away by their nationalist fervour, they are blind to the dangers of forcing a narrower view of the world that Scotland will always be part of. CfE is supposed to give teachers the freedom to deliver their subject without unneccessary constraints. Let teachers decide whether they would like their students to study the work of artists, writers, scientists et al, regardless of nationality. Teachers are capable of doing this. Education quickly becomes indoctrination if politicians, of any hue, are allowed to meddle. Education is always with us. Politicians, thankfully, are not.

– As someone who got his fill of anything but Scotland’s history and literature, its high time we gave kids our own. Pupils can easily handle learning Scots stuff and that of other nations, its just those with political axes to grind who see it otherwise.

3 Stocks to Buy as This Key Sector Slows
Luxury retail is slowing down for the short term, due to stock market volatility, the iffy state of the U.S. economy, and the global fiscal crisis. Just witness the recent downgrade of Nordstrom, Macy’s, and Saks at Citigroup. Deborah Weinswig , Citi’s retail analyst, said they’re part of an «Empty Pockets» theme for the second half.
Weinwsig noted that high-end consumers make up about 50% of U.S. spending, and are likely to get hit by stock markets swings. She pointed out that same-store sales at high-end department stores are down three to four percentage points since April. At the same time, fatter inventories in the first quarter, and the expense of building online stores and offering free shipping, are putting pressure on margins.
So, stay away from high-end department stores in the short term; but where do you go if you still want to play in the high-end retail segment? Think trade-downs — the cliche term for «affordable luxuries» applies here. As we’ve seen since the start of the recession, the rich still go shopping when the going gets tough; they just do it more selectively.
IBISWorld, the market research company, just looked at the market and concluded that the recession has changed consumers, who «have opted for more subdued, conscientious and functional versions of luxury.» That means custom items, cheap-chic, and eco-friendly goods. IBISWorld estimates that those segments will generate more than $1.5 trillion in revenue this year.
Flash-sale and daily-deal websites are one area IBISWorld has zeroed in on, but making an investment in those areas is difficult. Gilt Groupe’s management has said it wants to go public, but most of the deal activity in this space is going in the other direction. HauteLook was recently bought by Nordstrom, and Rue La La was spun off by eBay to private holding company Kynetic.
This basically leaves the daily deal site Groupon ( . Groupon’s IPO has left long faces all around. It gets one star from the CAPS community and, as was pointed out here, it looks like things are getting worse.
So skip them, and buy Amazon ( . After all, it’s eating everyone’s lunch, and it has plumbed the daily-deal space already with investments in LivingSocial. Even rich people buy from Amazon now, and it’s just a matter of finding the items cheaper over there. But as IBISWorld noted, even the wealthy are currently bargain hunters, so price dominance can’t hurt.
Amazon only gets three stars from the CAPS community, mainly due to a tech bubble-like P/E in the triple digits, but the stock is only up 17% for the last year, and it’s off its consensus target of $250 per share. Buy it if you believe this is the all-time category killer.
Speaking of price dominance, think Costco ( , as opposed to the department stores. Research from Unity Marketing, a consulting firm focused on upscale retail, found it’s the only discounter that attracts more households with incomes over $250,000 a year than households in lower tax brackets. Costco has topped its $91-per-share consensus target, but don’t be surprised if that goalpost gets moved up. The stock has a five-star CAPS rating, its P/E is a relatively modest 25, and it pays dividends.
On the feel-good goods front, Whole Foods ( may have another tailwind, in spite of the «Whole Paycheck» bit. As recent polls have shown, more people are cooking at home rather than going out to eat, and the high net worth foodies have to stock up somewhere. As Fools recently noted here, Whole Foods is having a good year, with its stock up nearly 60% over the last year, and a P/E that’s a bit rich at 44. But it has strong margins, four stars from the CAPS community, and it’s still off its $100 per share consensus target.
Trade the empty pockets for affordable luxuries with some of these retailers. On the plus side, they’re likely to thrive once things take a turn for the better. Mercedes Benz to Unveil M-Class SUV In U.S.
Mercedes Benz is back on top in the U.S. luxury car market and it intends to keep it that way with the release of new and updated SUV models.
«Mercedes has upped its game,» analyst and researcher for IHS Automotive, Rebecca Lindland told Bloomberg Businessweek. «The refreshes and redesigns they’ve done on their sedans are going to be very nicely complemented by the work they’ve done on their trucks.»
Mercedes Benz is set to hit the market with its all-new M-Class SUV, a C-Class coupe, and a redesigned C-Class sedan. An updated GLK compact SUV is scheduled reach U.S. showrooms in August and an all-new GL-Class will be unveiled in September.

According to a Mercedes Benz statement, U.S. gained 18 percent this year through May to 106,364 luxury vehicles. That puts Mercedes just ahead of rival BMW, which last year stripped Lexus of the U.S. that the Toyota Motor corporation unit took from Mercedes in 2000.
According to auto experts, Mercedes’ redesigned M-Class, which is priced at $48,990, has been the key in the company’s recent success.They sold more than 17,735 models till May of this year.

May sales figures accelerate Mercedes-Benz ‘Year of the SUV and AMG’ Middle …
The March launch of the all new M-Class pairing performance with sophisti-cation has spearheaded Mercedes-Benz SUV growth, key to expanding market share for the company in 2012. With an increase of 56% in sales, the new M-Class has already laid a very strong foundation of success for Mercedes-Benz’ ‘Year of the SUV’ 2012 strategy.
The top of the range ‘S-Class of SUVs’ GL also performed well for Mer-cedes-Benz off-road vehicle range sales, increasing 34% while the perennial G-Class continued to bolster its iconic status with a further 11% increase. SUV sales will be spurred by the recent GLK and flagship GL model launches later this year.
Affalterbach’s Mercedes-AMG performance division year to date sales ac-celerated by 28% versus 2011, showcasing the success of the ‘Year of AMG’ strategy. The boost was largely driven by new models including the CLS 63 AMG and the fiery C 63 AMG Coupe, feeding customer cravings for the daily dose of adrenalin delivered by AMG. New models in the market, the athletic and sporty SLK 55 AMG, dual-personality E 63 AMG and 525hp, zero to 100 km/h in 4. 7 seconds ML 63 AMG have made the Mercedes-AMG line up all the more intoxicating for customers, making their fearsome presence felt in overall AMG sales.
Beyond AMG and SUV, Mercedes-Benz saloons contributed strongly to year to date sales lead by the sporty and powerful new generation C-Class, up 19%, and the luxury executive saloon segment leading E-Class, up 20%.

LONDON, June 28 (Reuters – Britain’s consumer watchdog said
on Thursday that German automaker Mercedes-Benz and five UK
dealers of its trucks and vans may have broken competition law
by co-operating illegally.
The Office of Fair Trading (OFT issued a provisional
finding alleging that the Mercedes-Benz unit of German
automotive group Daimler AG and five UK auto dealers
were involved in price-fixing and the sharing of commercially
sensitive information between 2007 and 2010.
The OFT said that each alleged infringement involved two or
three dealers and that its provisional finding was that
Daimler’s luxury car brand, Mercedes-Benz, was also involved in
two of the alleged infringements.
«The precise content of the arrangements differs among the
five alleged infringements, but all contain, to varying degrees,
at least some element of market sharing, price co-ordination
and/or exchange of commercially sensitive information,» the OFT
said in a statement.
«The evidence also suggests that, in respect of two of the
alleged infringements, Mercedes-Benz helped to facilitate or
consolidate the arrangements amongst the dealers.»
The case involves car dealers in northern England, Wales and
Scotland.
The watchdog added that the findings were provisional and
that the parties would have a chance to respond before it
decided whether competition law had been infringed.
Mercedes-Benz UK said in a statement: «We now have detailed
information about the investigation of the OFT for the first
time. We will analyse the information and then give our feedback
to the OFT.
«We cannot comment further in an ongoing procedure, and we
will continue to co-operate with the authorities. «
Shares in Daimler in Frankfurt, which have lost about a
quarter of their value in the past three months, were up 1.5
percent at 34.34 euros by 0745 GMT, valuing the group at around
35.6 billion euros ($44.35 billion.
British new car sales in May were up 7.9 percent year on
year, the UK’s Society of Motor Manufacturers and Traders (SMMT
said this month. The SMMT added that the climb in new car
registrations during the first five months of the year suggests
that consumer confidence is returning, despite financial
uncertainty in the euro zone.
Sales growth at Mercedes-Benz edged up by 4 percent in May,
after slipping to 3.6 percent in April, as volumes in its key
China market stabilised.

Mercedes-Benz used this year’s Goodwood Festival of Speed as the backdrop for the public premier of the production version of its stylish new CLS Shooting Brake (wagon in Sussex, England this weekend.
Set to go on sale in Australia in November, the new sporting wagon was granted a production go-ahead by Mercedes-Benz boss Dieter Zetsche following positive reaction to the earlier E-Class-based ConceptFascination concept car unveiled at the 2008 Paris motor show and subsequent CLS Shooting Brake show car wheeled out at the 2010 Beijing motor show.
To be produced with the same range of petrol and diesel engines as the second-generation CLS sedan and boasting more luggage space than key rivals such as the Audi A6 Avant and BMW 5-Series Touring, the CLS Shooting Brake is the first in at least two new style led wagons planned to be added to the Mercedes-Benz line-up by the middle of the decade.
A smaller and more affordable CLA Shooting Brake that is said to sport the same dramatic exterior styling cues as the CLS Shooting Brake is currently undergoing development at the company's headquarters in Stuttgart, Germany.
Based on the same front-wheel drive underpinnings as the new A-Class, it is expected to go on sale in Europe by the end of 2014 at a price that will see it compete with the Audi A4 Avant and BMW 3-series Touring, according to highly placed Mercedes-Benz insiders.
The modifications required to advance the CLS Shooting Brake show car to production readiness appear to have been slight, with only detailed features having undergone any obvious alteration. The new car sits on the same mechanical base and shares the same heavily sculptured front end styling as the CLS sedan – which itself shares underpinnings with the E-Class – through to its substantial B-pillar (between the front and rear doors, including its frameless doors.
From there on back it receives a unique roof that slopes back at a more acute angle than any existing Mercedes-Benz wagon model. The rear doors retain the same outer skin but receive reshaped glass. There is also an additional rear side window that serves to extend the glasshouse all the way back to the rear lights – a measure that extends the car visually. An angled rear window with rounded corners forms part of a shallow tailgate at the rear.
Dimensionally, there are only minor differences between the CLS sedan and CLS wagon bodystyles; length has been extended by 16mm at 4956mm, width remains the same at 1881mm and height drops by 2mm at 1413mm. Underneath, both share the same 2875mm wheelbase as well as 1595mm front and 1625mm rear track widths.
To keep weight in check, the bonnet, front side fenders, doors and tailgate are all made from aluminium.
Despite its distinctly sporting profile, the CLS Shooting Brake wagon manages to pack an impressive 590 litres beneath its luggage cover at the rear. This is nowhere near the amount of space provided by the E-Class wagon, which possess a nominal 695 litres. However, it is an impressive 25-litres more than Audi claims for the A6 Avant and 30 litres more than the BMW 5-Series Touring offers.
With the rear seats folded down, the new Mercedes-Benz's overall luggage capacity increases to a class competitive 1550 litres.
Inside, there is a high quality cabin largely shared with the CLS sedan. Along with five individual trim designs, three choices of leather upholstery and three different types of wood, the new car can also be ordered with exclusive porcelain appointments.
Among the changes made to accommodate the new wagon body style reworked layout is a new three-person rear seat (the CLS sedan accommodates only two with back rests that can be folded down from the rear.
An automatically opening tailgate provides access to the luggage compartment, whose otherwise carpeted floor that can be trimmed in a combination of cherry tree wood and brushed aluminium through Mercedes-Benz's Designo options program in a move that recalls the maritime inspired look of the original Fascination concept.
The CLS Shooting Brake will be sold with the same range of engines as the CLS sedan. In Europe it is the diesels that are expected to garner the majority of sales. They include a 150kW turbocharged 2.1-litre four-cylinder in the price leading CLS250 CDI Shooting Brake and 195kW turbocharged 3.0-litre V6 in the more comprehensively equipped CLS350 CDI Shooting Brake – both of which are being considered for inclusion in the Australian line-up.
They are joined by three petrol units: a 225kW naturally aspirated 3.5-litre V6 in the CLS350 Shooting Brake, 300kW twin-turbocharged 4. 6-litre V8 in the CLS500 Shooting Brake and a 386kW twin-turbocharged 5.5-litre V8 in a yet-to-be-officially-confirmed CLS63 AMG Shooting Brake performance flagship planned to make its world debut at the 2012 Paris motor show that kicks off in late September.
Mercedes-Benz's new sporting wagon, known internally as the X219, will come as standard with a seven-speed automatic gearbox with three mode operation: eco, sport and manual.
Also included are contemporary fuel saving functions such as automatic stop/start, brake energy recuperation (smart alternator and on-demand operation of the engine ancillaries.
The range topping AMG model uses a seven speed MCT (multi-clutch transmission – essentially a reworked version of the standard model's gearbox fitted with an automatically operating clutch in place of the traditional torque converter, for more rapid shifts.
Although Mercedes-Benz's 4Matic four-wheel drive system is available as an option on the CLS350 CDI Shooting Brake and CLS500 Shooting Brake in selected left-hand drive markets, it won't be offered in Australia owing to what one official described to Drive as "the prohibitively high cost of engineering the drive shaft to suit right-hand drive".
It is also rumoured that Mercdes-Benz will make the CLS63 AMG Shooting Brake available with 4Matic four-wheel drive as part of plans to extend the appeal of its performance car offerings in certain left-hand drive European markets, although this is yet to be confirmed.
The rear-wheel drive CLS250 CDI Shooting Brake and CLS350 CDI Shooting Brake are said to hit 100km/h from standstill in a respective 7.8 seconds and 6.6 seconds, reach top speeds of 235km/h and a limited 250km/h while returning fuel consumption figures of 5.3L/100km and 6. 0L/100km along with CO2 ratings of 139g/km and 159g/km on the European test cycle.
The CLS350 and CLS500 run 0-100km/h in 6.7 seconds and 5.3 seconds, hit top speeds limited in both cases to 250km/h and are rated at 9.2L/100km and 9.8L/100km as well as 169g/km and 214g/km respectively.
Performance and consumption figures for the headlining CLS63 AMG Shooting Brake, which will offer a power upgrade from a standard 386kW to 410kW as part of an optional Performance Package, are yet to be revealed. Researchers Devise Practical Key Recovery Attack Against Smart Cards …
A team of cryptographic researchers claim to have developed an attack method that can be used to recover secret keys in an acceptable time frame from cryptographic devices like smart cards, hardware security modules and USB security tokens.
The new attack method was documented in a research paper that will be presented later this year at the CRYPTO 2012 cryptology conference and significantly improves previously known oracle padding attacks against asymmetric (RSA PKCS#1 v1.5 and symmetric (AES-CBC encryption standards.
The method works on devices like the RSA Securid 800, Aladdin eTokenPro, Gemalto Cyberflex, Safenet Ikey 2032 and Siemens CardOS that use the vulnerable encryption standards for key export and import functions
Shortcomings in the implementation of such functions on some devices further improve the performance of this attack method and reduce the time required to recover keys.
Oracle padding attacks involve repeatedly sending an intentionally modified ciphertext to a decryptor in order to analyze the differences between the errors it generates. These bits of information can eventually be used to deduce the original text.
Oracle padding attacks were considered impractical against smartcards and security tokens because they require hundreds of thousands of attempts, which would take a very long time on the slow processors found in such devices.
«We give a modified algorithm which results in an attack which is 4 times faster on average than the original, with a median attack time over 10 times faster,» the team of researchers wrote in their new paper.
The new attack is possible because many devices continue to use outdated standards for encryption operations.
For example, PKCS#1 v1.5 was published in 1993 and is known to be vulnerable to oracle padding attacks since 1998. Despite this, it was the most common encryption mechanism for key import and export functions on devices tested by the researchers.
A solution to prevent oracle padding attacks is to use OAEP mode encryption, which has been recommended for all new applications since PKCS#1 v2.1 was released in 2002, the researchers said.
«Security is a constantly shifting landscape,» said Terence Spies, chief technology officer at data protection vendor Voltage Security via email. «Securing high-value data requires staying up to date on the research landscape, and incorporating lessons from that community. Office building Atmos in Munich has two new tenants
CA Immo has concluded two additional rental agreements totalling around 1,200 sq m (12,917 sq ft for the office building Atmos in Munich's Arnulfpark. The tenants are the seminar and lecture events agency belonging to author Robert Betz (around 820 sq m or 8,826 sq ft and the European Patent Trade Mark Attorneys Murgitroyd Company (around 400 sq m or 4,306 sq ft. After its completion in 2009, this building, which is located on Hackerbrücke (Hacker Bridge, was taken on by Union Investment for its open-ended property fund UniImmo: Deutschland.
ATMOS was developed and realised by CA Immo as a green building and was one of the first buildings in Germany to be certified by the Deutsche Gesellschaft für Nachhaltiges Bauen (DGNB – German Sustainable Building Council. Alongside ecological and economic sustainability criteria, a particular focus was placed on sociocultural aspects during the development. For example, spacious inner courtyards with water features and high-quality landscaping as well as natural lighting and ventilation for office spaces guarantee that time spent in the building is of a high quality. The Management Board of S IMMO AG (Bloomberg: SPI:AV,
Reuters: SIAG.VI, ISIN: AT0000652250, AT0000795737 and
AT0000630694 has, with the approval of the Supervisory
Board, decided to repurchase treasury shares as authorised
by resolution of the 23rd Annual General Meeting on 01 June
2012: Up to 3% of the issued share capital – a maximum of
2,043,561 shares – can be acquired as part of a share
repurchase programme.
The resolution of the Annual General Meeting authorised the
Management Board, in accordance with section 65(1(8
Austrian Companies Act (AktG, to repurchase up to 10% of S
IMMO AG’s issued share capital within 30 months of the date
of the Annual General Meeting, given the approval of the
Supervisory Board. Pursuant to section 82(8 and (9
Austrian Stock Exchange Act (BörseG, the resolution was
published on S IMMO AG’s website on 05 June 2012 and in the
Official Gazette in the Wiener Zeitung of 08 June 2012.
The Company is planning to repurchase up to 3% of the
issued share capital, a maximum of 2,043,561 shares. The
repurchases may be for any of the purposes specified in
section 65(1(8 Austrian Companies Act (AktG. The
repurchase programme will begin on 27 June 2012 and will
end at the latest on 27 June 2013.
The repurchase relates to the bearer shares of S IMMO AG
(ISIN: AT0000652250 and may be effected on or off the
Vienna Stock Exchange. The price per share may be no lower
than EUR 1. 00 and no more than 15% higher than the average
quoted price on the Vienna Stock Exchange over the three
trading days preceding the relevant repurchase.
This publication is also a publication pursuant to sections
4 and 5 of the Austrian Publication Order 2002 (BGBl II
2002/112 – VeröffentlichungsV. The publication of any
changes to the repurchase programmes for the purposes of

Florian Nowotny appoints to the Executive Board of CA Immo
Florian Nowotny has been appointed to the Executive Board of CA Immobilien Anlagen AG as Chief Financial Officer with effect from 1 October 2012. Florian Nowotny (36 succeeds Wolfhard Fromwald (60, who is leaving the company after 23 years as CFO in mutual agreement following the expiry of his current term with effect from 30 September 2012. The term of Florian Nowotny's contract runs until the end of September 2015, also the contracts of Bruno Ettenauer (CEO and Bernhard H. Hansen (Chief Development Officer have been prolonged until this date. These decisions were taken by the Supervisory Board at its meeting in Vienna today.
Florian Nowotny joined CA Immo Group in 2008. Bombardier to Supply 210 Rail Cars to RATP and STIF in Greater Paris
BERLIN, GERMANY–(Marketwire -06/29/12-
Bombardier Transportation announced today that it will supply 210 double-deck commuter train cars for line A of the RER, the Greater Paris commuter network. The new order is an option under a contract signed in April 2009 for a firm order of 60 MI09 trains. The public transportation upgrade is led and co-financed by STIF and RATP.
The order is valued at a total of approximately 1 billion euro ($1.3 billion US. As a consortium member responsible for one third of the order, Bombardier’s share will amount to approximately 336 million euro ($417 million US. Deliveries will take place between 2014 and the end of 2016. The new vehicles will improve passenger comfort, capacity and performance on line A of the RER.
Bombardier will deliver each five-car train set’s three intermediate cars. It will design and fully assemble the cars at its manufacturing site in Crespin. Bombardier’s site in northern France is the country’s leading industrial rail site employing about 2,000 people, including 500 engineers and technicians.
The consortium has designed the trains based on its MI2N trains, which it delivered for the same line between 1990 and 2000. The inauguration of the first MI09 trains on the line took place in December 2011.
